There is hereby established the Mayor's Commission on Persons with Special Needs for the Township to be composed of 17 individuals appointed by the Mayor with the advice and consent of the Council. A Council person and a person from the administration shall be two of the Mayor's 17 appointments.
The Mayor shall choose annually, from among the members of the Mayor's Commission on Persons with Special Needs, a Chairperson and such other officers as he may deem necessary.
Each member shall serve for three years, except that the first members shall be appointed as follows: six for three years, six for two years and five for one year. Any appointment to fill a vacancy shall be for the unexpired term of that member only.
The Mayor's Commission on Persons with Special Needs shall act in an advisory capacity to the Mayor and make recommendations for policies and programs in all matters related to the best interests of individuals with physical and developmental disabilities within the Township.
The Mayor's Commission on Persons with Special Needs shall meet monthly at a time and place determined by the membership.
The Mayor's Commission on Persons with Special Needs shall be authorized, with the approval of the Council, to expend any monies necessary to fulfill its purposes under this article, provided that the expenditures shall not exceed, exclusive of grants and gifts, the amount annually appropriated by the Council for the Commission's use.
The Mayor's Commission on Persons with Special Needs shall make a semiannual report of its activities to the Mayor and Council and periodically make such recommendations as may be necessary to carry out the purposes set out in this article.[1]
