[HISTORY: Adopted by the Township Council of the Township of Hamilton as Ch. 126 of the 1994 Code of Ordinances. Amendments noted where applicable.]
The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
CLASS 1 OFFICER
A special law enforcement officer authorized to perform routine traffic detail, spectator control and similar duties.
CLASS 2 OFFICER
A special law enforcement officer authorized to exercise full powers and duties similar to those of a regular police officer.
COMMISSION
The Police Training Commission established in the State Department of Law and Public Safety.
NORMAL SPECIAL OFFICER
Any person appointed pursuant to N.J.S.A. 40A:14-146.9 et seq.
REGULAR POLICE OFFICER
A permanent, regularly appointed, full-time police officer of the Police Division of the Department of Public Safety of the Township.
SPECIAL LAW ENFORCEMENT OFFICER
Any person appointed pursuant to N.J.S.A. 40A:14-146.10 et seq.
SPECIAL OFFICER
Includes both normal special officers and sworn police officers.
SWORN POLICE OFFICER
A sworn member of the Police Division of the Department of Public Safety of the Township.

A. 
No person shall hire a regular police officer or a special law enforcement officer unless he shall first obtain a permit from the Chief of Police. The fee for the permit shall be based upon the number of hours of special officer work, to be used at the following rates:

B. 
Where Township Division of Police vehicles are utilized in connection with any special officer work, or off-duty work as described in § 5-66, Employment of off-duty police officers, of the Code of the Township of Hamilton, the fee shall be $10 per hour per vehicle.

Permits required by § 66-2 may be obtained on a yearly basis, calculating the fee upon an estimate of man-hours to be used. Such permits shall expire whenever the estimated man-hours coincides with actual used man-hours.
Permit fees under § 66-2 may be waived by the Chief of Police for governmental agencies.
A. 
Class 1 officers. The number of Class 1 officers shall not exceed 34 officers at any time.
B. 
Class 2 officers. The number of Class 2 officers shall not exceed 60 officers at any time.
A. 
Class 1 officers. Class 1 officers shall have the power to perform routine traffic control, spectator control and similar duties. Officers shall have the power to issue summonses for disorderly persons and petty disorderly persons offenses, violations of municipal ordinances and violations of N.J.S.A. Title 39. The use of firearms by officers of this class is prohibited. Officers of this class shall not be assigned any duties which may require the conveying or use of a firearm.
B. 
Class 2 officers. Class 2 officers shall exercise full powers and duties similar to those of a regular police officer. The use of a firearm by an officer of this class is authorized only after the officer has been fully certified as successfully completing training as required by the Commission.
A. 
No person may commence his duties as a special law enforcement officer unless he has successfully completed a training course approved by the Commission.
B. 
All special law enforcement officers appointed and in service on October 1, 1986, may continue in service if they complete all training and certification requirements of the Special Law Enforcement Officers Act, N.J.S.A. 40A:14-146.8 et seq., by October 1, 1988.
A. 
Any person who employs a special officer in violation of this chapter shall be liable for a fine not to exceed $1,000.
B. 
Any special officer who accepts employment in violation of this chapter shall be liable for a fine not to exceed $1,000 and shall be withdrawn from the list of special officers available for employment.
