The responsibility for compliance with the applicable requirements of this Part 2G shall be upon the person who occupies as owner-occupant or lets to another for occupancy any dwelling, dwelling unit or rooming unit.

1. 
Every habitable room in a dwelling supplied with electric service shall contain at least two separate baseboard- or wall-type electric convenience outlets or one such convenience outlet and one ceiling- or wall-type electric light fixture or such other fixtures or devices as will provide equivalent electric service. Every communicating corridor, public hall and stairway shall contain at least one ceiling- or wall-type electric service. Every outlet and fixture shall be properly installed, maintained in good and safe working condition and connected to the source of electric energy in a safe manner in accordance with the requirements of the Township Electrical Code.
2. 
Every public hall and stairway in every rooming house and in every multiple dwelling containing five or more dwelling units shall be adequately lighted at all times. Every public hall and stairway in every other dwelling may have conveniently located light switches which may be turned on when needed instead of full-time lighting. The Code Enforcement Officer may require the adequate lighting at all times of any public hall or stairway leading to one or more dwelling units or rooming units in any building or structure occupied in part as a dwelling and in part for industrial or commercial purposes.

Every dwelling shall have heating facilities which are properly installed, maintained in safe and good working condition, and capable of safely maintaining a temperature of 70° F., when the outside temperature is 0° F. in all habitable rooms, rooms containing a water closet, bathtub, or shower, and communicating corridors, in dwelling units, and communicating corridors from rooming units to rooms containing a water closet, bathtub or shower.
2. 
The Code Enforcement Officer may prohibit the use of any gas or oil-fired space heater where the heater may constitute a danger to health or safety.

Every dwelling unit and rooming house shall be supplied with piped hot and cold running water to provide an adequate, safe and sanitary water supply to every fixture connected with the water supply and drainage system. All hot water heating equipment shall be properly installed, maintained in safe, and good working condition, and capable of safely maintaining the water temperature at 150° F. at all times.

Every gas pipe, water pipe, garbage disposal unit, waste pipe, water closet, flush urinal, sink, installed washing machine, catch basin, drain, vent, gas-burning fixture, any device connected with the water supply and drainage system, or any other similar fixture, together with all connections to water, sewer, or gas lines shall be cleanable and shall be installed and maintained in good, sanitary working condition, free from defects, leaks, and obstructions, and in accordance with the laws of the Commonwealth of Pennsylvania and the ordinances of the Township. Every kitchen sink, lavatory basin, water closet, flush urinal, bathtub or shower shall be connected to the water supply system and to a sewer system which is subject to the approval of the Code Enforcement Officer.

Every dwelling unit shall contain an installed sink which shall be located in the kitchen, pantry, or utility room.

No dwelling containing two or more sleeping rooms shall have such room arrangements that access to a bathroom or water closet room can be had only by going through another sleeping room. In any dwelling in which water closet or lavatory basins or bathtub or shower facilities are shared by the occupants of more than one room, such facilities shall be so located within the dwelling as to be accessible to all sleeping rooms without going through another. Every bathroom and water closet room in such future construction shall comply with the window area and ventilation requirements for habitable rooms contained in Part 2F.

No owner, operator or occupant shall cause any service which is required under this code to be removed, shut off or discontinued in any occupied dwelling let or occupied by him except for such temporary interruption as may be necessary while actual repairs are in process or during temporary emergencies.

1. 
Electrical Registration.
A. 
From and after the passage of this Part 2, no person shall perform any electrical work in Susquehanna Township until they have registered in the office of the Building Inspector of Susquehanna Township, and shall have paid the registration fee as established by resolution of the Board of Commissioners.
(1) 
"Person" shall be defined as: one who provides service in any home or building not owned or occupied by the same.
(2) 
If any electrical work is done by individual homeowner on his own premises a permit shall not be required, but said owner must have needed inspection and will accept any liability caused by quality of workmanship.
B. 
A current electrical registration card from Susquehanna Township, showing the business name of the person, must be carried at all times when a person is performing electrical work in Susquehanna Township. Said card must be produced upon request by Susquehanna Township Building Inspector or his representatives.
C. 
All persons registered to perform electrical work in Susquehanna Township shall carry liability insurance of $300,000 on bodily injury and $100,000 minimum property damage; shall maintain a valid license by exchange if status or employer is changed; and shall be responsible for all work he performs and work permits issued to him.
D. 
Special electrical permit may be issued to an electrician not normally performing work in Susquehanna Township if said electrician provides proof of insurance coverage as outlined in Subsection 1(C), above. Said special registration shall be restricted to one job. The fee for said registration shall be as established by resolution of the Board of Commissioners, payable at the office of the Susquehanna Township Building Inspector.
E. 
At the expiration of each calendar year the electrical registration shall be null and void. A person desiring to do electrical work in Susquehanna Township for the ensuing year shall, between January 2 and January 31 of that year, renew said registration at the office of the Township Building Inspector.
2. 
Electrical Permits.
A. 
A permit is required for all electrical work performed in the Township exceeding $100. A permit application giving the location and scope of work to be performed and the approved inspection agency desired shall be filed with the Building Inspector of Susquehanna Township prior to the commencement of any work. The fee for filing said permit shall be established by resolution of the Board of Commissioners.
B. 
For emergency work, registered electricians in Susquehanna Township may call the Township Municipal Building for a permit stating work to be done. When Municipal Building is closed, a request for a permit may be called in on the next subsequent workday.
C. 
The designated license inspection agency (name as supplied at the time of application for permit) shall receive one copy of the permit and is required to forward the inspection report to the Township. When a power company is involved in the job, a copy of the permit will be sent to said company. It is the responsibility of the electrician to deal directly with the inspection agency and pay any and all inspection fees required by that agency.
3. 
Applicable Electrical Code. The applicable electrical code in Susquehanna Township is the National Electrical Code, as adopted in this Chapter 5.
