Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.

1. 
Any individual requesting the establishment of a reserved on-street parking place pursuant to the terms of 75 Pa.C.S.A. § 3354(d) shall make application to Susquehanna Township on the official application form provided by the Township.
2. 
Within 90 days of the date of submission of an application for reserved parking place pursuant to the terms of this Section, the Police Committee of the Township, Chief of Police and Township Manager shall investigate the application and shall make recommendation to the Board of Commissioners of Susquehanna Township as to whether the application meets the standards expressed in this section. The Board of Commissioners shall, within 30 days of the date of such recommendation, vote to approve or to reject such application. In the event that the application is approved, approval shall be by means of a resolution.
3. 
The criteria for the creation of a handicapped parking space shall be as follows:
A. 
The applications must possess a valid handicapped person license plate under the regulations issued by the Pennsylvania Department of Transportation.
B. 
No more than one handicapped parking space shall be provided to any one individual within the corporate limits of Susquehanna Township.
C. 
No more than one handicapped parking space shall be provided per dwelling unit within the corporate limits of Susquehanna Township.
D. 
No handicapped parking space shall be provided for a location if there exists a reasonably accessible and practicable off-street parking space to serve such location, or if providing such a handicapped parking space would create an unsafe condition.
E. 
The applicant must have physical impairment or other condition which restricts ambulation to a degree which makes it unreasonably hazardous or unreasonably difficult for the applicant to travel between the residence of the applicant and a vehicle parked at any location other than that which is closest to the residence of the applicant.
F. 
The applicant must establish that the physical impairment or other condition which restricts ambulation will continue for a period of not fewer than six consecutive months.
G. 
The applicant must reside in a residential district.
H. 
Any reserved parking space established pursuant to this Section shall be eliminated in the event that changed circumstances cause any one of the criteria to no longer be satisfied.
4. 
The applicant shall pay a nonrefundable application fee of $10 at time of application. Prior to the erection or placement of such sign or other markings as shall be necessary to establish the reserved parking zone, the applicant shall pay the additional sum of $90 to Susquehanna Township as reimbursement for the cost of investigating the application and for the costs of providing materials and labor to erect or place such sign or other markings.
5. 
This Section shall not be construed to limit the discretion of the Board of Commissioners of Susquehanna Township to establish handicapped parking areas at such other locations, and for such reasons as the Board of Commissioners deem appropriate.

1. 
It shall be unlawful for any person to park or the owner of any vehicle to allow a vehicle to remain parked on any highway or street within Susquehanna Township a vehicle of the class or type listed below:
A. 
Any truck, truck-tractor, or combination having a height of greater than nine feet, or a length of greater than 30 feet, or a weight in excess of 20,000 pounds.
B. 
Any trailer or special mobile equipment without being attached to a power unit or motor vehicle enabling the trailer or special mobile equipment to be readily removed from the street or highway.
C. 
No dumpster, collection bin, or other nonmotorized vehicle shall be left upon any highway or street within Susquehanna Township without a permit being obtained from the Township and adequate reflectors or safety devices being placed to prevent vehicles from colliding with the dumpster, collection bin or vehicle.
D. 
Exceptions. Between sunrise and sunset a vehicle of this type may be parked for the purpose of loading or unloading property for a period not to exceed one hour if parking is not otherwise prohibited.
E. 
Notice of Restriction. Notice of parking restrictions shall be provided by means of posted traffic control devices, certified letter, personal service or the placing of a notice on the windshield or other readily visible location on the vehicle. In absence of a posted traffic control device, enforcement of this section shall not take place unless a notice of violation has been issued to the owner of the vehicle prior to the date and time enforcement is initiated.
2. 
The parking of truck tractors and tractor trailers is prohibited on both sides of Katie Court and Corey Road between the hours of 8:00 p.m. and 5:00 a.m.

Definitions. For purposes of this section, the following terms shall have the following meanings unless context clearly dictates otherwise:
RESIDENT
A person who owns or leases real property on the block designated and has bona fide occupancy at that owned or leased real estate.
3. 
Permit.
A. 
A residential parking permit shall be issued limited to one permit for each registered vehicle at that address and guests validated by the Susquehanna Township Police on the block designated for permit parking on proof of residence and ownership or leasehold of a motor vehicle. The permit shall be good only for so long as the resident lives at the address to which the permit is issued, and the permit shall identify the automobile permitted to be parked in the designated area during designated hours and shall expire on exchange of ownership or lease of the automobile. The permit shall expire when the resident no longer owns or leases the automobile designated on the permit. It shall constitute a violation of this chapter for any person to falsely represent himself or herself as designated for a permit.
B. 
Permits shall be issued by the Township Manager or his or her designee. A one-time charge of $25 shall be made for each permit applied for.
C. 
In the event that more than one resident of a residential unit applies for a permit, only the first qualifying permit applied for shall be issued so long as an existing permit issued to that residential unit.
4. 
Permit-Restricted Parking. During designated hours, only a vehicle validly permitted may park in the area so designated. A permitted vehicle may only park in the designated area so long as it may do so without otherwise violating any other traffic or parking restrictions. A vehicle validly permitted may only park in a designated area so long as it properly displays the parking permit issued on the vehicle clearly visible through the front windshield. A residential parking permit shall not guarantee or reserve the resident or vehicle a parking space in the designated area. No person or vehicle other than the permitted person and vehicle may use the parking permit or display the same, and any such use or display shall constitute a violation of this chapter.
5. 
Penalty. Whoever violates any provision of this chapter shall, upon conviction, pay to the Township of Susquehanna a fine in the amount of $50.

Any person who violates any provision of this Part shall, upon conviction, be sentenced to pay a fine of not more than $15 and costs; provided that it shall be the duty of the police officers of the Township to report to the appropriate official all violations of any provision of this Part, indicating, in each case: the section violated; the license number of the vehicle involved in the violation; the location where the violation took place; and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this Part. The notice shall contain instructions to the owner or driver of the vehicle that if he will report to the office of the Chief of Police and pay the sum of $10 within five days after the time of the notice, that act will save the violator from prosecution and from payment of the fine and costs prescribed in the first sentence of this section.
