Sewerage system onlot grinder pumps and low-pressure sewers may be installed in areas of the Township where it is not economical to install conventional gravity sewage collection systems.

All grinder pumps shall be acquired by homeowners or developers and shall remain the property of the respective homeowner or developer, as the case may be, and said homeowner or developer shall be responsible for the installation and all future maintenance, repair and replacement of said pumps. All pumps and pump replacements shall be of a type approved by and in accordance with the provisions of this Part and all regulations of the Township adopted pursuant to this Part. All pumps and pump replacements whose inspection is required by the Authority pursuant to § 304 of this Part, or thus those that involve a series or multiple units of development (residential/commercial) having more than a single grinder pump installation connected to a pressurized receiving sewer shall furthermore be of a type and kind approved by and in accordance with the rules and regulations of the Authority.

The Authority Manager is hereby designated as the enforcement officer for the enforcement of the terms, conditions and restrictions of this Part, is hereby clothed with police power when acting in such regard and is authorized to bring prosecution for any violations of this Part on behalf of the Commissioners of the Township of any action at law or equity to compel compliance with this Part, and to enjoin or abate any prohibited conduct under this Part.

The Authority shall have the following additional authority and responsibility:
A. 
To inspect the installation of all sewage system onlot grinder pumps and low-pressure sewers installed, reinstalled or otherwise attached to the collection sewer system of the Township.
B. 
To prosecute any violations of the terms and conditions of this Part or any rules and regulations adopted pursuant to this Part.
C. 
To promulgate rules and regulations for the maintenance and operation of sewerage grinder pumps under this Part which rules and regulations shall become effective when presented to and approved by motion of the Commissioners at any regularly scheduled meeting.
D. 
To enter, from time to time, any premises containing a sewerage system onlot grinder pump and low pressure sewer connected to the Township sewage collection system, with or without warrant, to insure compliance with this Part.
E. 
To prepare and maintain a list of onlot grinder pumps which meet or exceed design standards of the Township and are deemed acceptable for use and attachment to the Township sewage collection system, to be referred to as "approved pump list."
F. 
To prepare and maintain a list of suppliers and installers of pumps on the "approved pump list."

All homeowners who have an onlot grinder pump which is connected to and discharges sewage to the Township sewage collection system shall be fully and totally responsible for the maintenance, upkeep, repair, replacement and operation of said onlot grinder pump and shall keep the same in good operation and repair and shall be responsible or liable for any loss or damage occurring from any failure to operate, maintain and replace, when needed, said onlot grinder pump.

Any owner(s) of property failing to comply with any provision of this Part shall be guilty of a summary offense and shall be subject to a fine or penalty not exceeding $600, which fine may be collected by suit or by summary proceedings brought in the name of the Township before any district justice or by such other civil action in law or equity as may be deemed advisable by the Township.
All fines and penalties collected for the violation of this Part shall be paid over to the Township treasury.
