A. 
Notwithstanding any other law to the contrary, there shall be no open fires or cooking fires in West Strand Park except by permit granted by the Fire Department as hereinafter provided.
B. 
Violations shall be punishable by a fine of not less than $250 and not more than $500 per occurrence.
C. 
The Fire Department of the City of Kingston is hereby authorized to issue permits, upon appropriate application, for cooking fires in West Strand Park. Said permits shall be issued to duly constituted organizations or individuals providing proof of financial responsibility, including insurance, and shall further provide such precautions for safety as required by regulations to be promulgated by the Kingston Fire Department as hereinafter provided.
D. 
[1]The fee for cooking permits for individuals shall be in an amount set forth in the fee schedule to be established by resolution of the Common Council of this City,[2] and the permitted fuels to be used shall be propane or charcoal.

There shall be no fishing on Dock Street along the shoreline of the Rondout Creek from the west side of the 9W north-south arterial ("9W Bridge") through the intersection of Dock Street and Ravine Street.

B. 
The Department of Public Works is hereby directed to post "No Fishing" signs in the designated area.
C. 
A violation of this section shall be punishable by a fine of no less than $50 and no more than $500.

West Strand Park shall be closed to all activities except as permitted in Subsections B and C hereof from 1:00 a.m. to 6:00 a.m.
B. 
Notwithstanding Subsection A, it shall be lawful for persons to transit West Strand Park for the purpose of going to or leaving boats docked along the Rondout Creek.
C. 
Notwithstanding Subsection A hereof, it shall be lawful for persons to transit the parking lot adjacent to West Strand Park for the purpose of parking or removing their car from said parking lot.
D. 
Violations shall be punishable by a fine of not less than $50 and not more than $250 per occurrence.

All bicycles are banned from West Stand Park from April 15 to November 15 of each year.

The waterfront walkway on Dock Street along the shoreline of the Rondout Creek from the west side of the 9W north-south arterial ("9W Bridge") through the intersection of Dock Street and Ravine Street shall hereafter be named the "Maurice D. Hinchey Promenade."
