The purpose of this Subdivision and Land Development Ordinance
is to provide for harmonious development of the Township and county
by:
1.
Ensuring the orderly and effective integration of subdivisions and
land development into the development of the Township of Susquehanna.
2.
Ensuring sites suitable for building purposes and human habitation.
3.
Ensuring conformance of subdivision plans with public improvement
plans and programs.
4.
Ensuring coordination of intermunicipal public improvement plans
and programs.
5.
Ensuring the protection of water resources and drainageways.
6.
Ensuring the efficient movement of traffic.
7.
Ensuring the management of stormwater runoff problem areas.
8.
Ensuring the equitable handling of all subdivision plans by providing
uniform standards and procedures.
9.
Ensuring the greater health, safety, and welfare of the citizens
of the Township of Susquehanna.
10.
Ensuring the efficient and orderly extension of community services
and facilities at minimum cost and maximum convenience.
11.
Providing for and protecting amenity, convenience, future governmental
economic, practical, social and cultural facilities, development and
growth, as well as the improvement of governmental procedures and
functions.
12.
Providing uses of land and structures, type and location of streets,
public grounds, and other facilities.
13.
Minimizing such problems as may presently exist or which may be foreseen.
14.
Complying with all provisions of the Pennsylvania Municipality Planning
Code and generally implementing the Comprehensive Plan of the Township.

Providing Design Guidelines for the TND - Traditional Neighborhood
Development-1 District.

1.
The Susquehanna Township Board of Commissioners shall have the authority
to approve or disapprove all preliminary and final subdivision or
land development plan applications as required herein.
2.
The Susquehanna Township Planning Commission is hereby designated
as the agency which shall review and make recommendations on all subdivision
and land development plan applications as required herein, prior to
action on same by the Board of Commissioners.
Applications for subdivision and land development located within
the Township of Susquehanna shall be forwarded upon receipt, with
the appropriate review fee, to the Dauphin County Planning Commission
for review and report. As evidence of their review and report, officials
of the County Planning Commission will sign final plans which have
been formally approved by the Township before such plans are presented
for recording.

No subdivision or land development of any lot, tract or parcel of
land located in Susquehanna Township shall be effected; no street,
sanitary sewer, storm sewer, water main, or other facilities in connection
therewith shall be laid out, constructed, opened or dedicated for
public use or travel, or for the common use of occupants of buildings
thereon unless and until a final subdivision plan has been approved
by the Board of Commissioners and publicly recorded in the manner
prescribed herein.

No lot in a subdivision will be sold; no permit to erect or alter
any building upon land in a subdivision or land development will be
issued; and no building will be erected or altered in a subdivision
or land development, unless and until a final subdivision plan has
been approved by the Board of Commissioners and recorded, and until
construction of the improvements required in connection therewith
has been guaranteed in the manner prescribed herein.

Unit or condominium development is included within the meaning of
subdivision and land development as defined herein, and must comply
with these regulations. Such compliance shall include, but not be
limited to, the filing of preliminary and final plans, payment of
established fees and charges, location of each structure and clear
definition of each unit, public easements, common areas, improvements
and all easements appurtenant to each unit and all other land development
plan requirements.

Preliminary and final plans shall indicate the location of each structure
and clearly define each unit and shall indicate public easements,
common areas, and improvements, all easements appurtenant to each
unit and improvements to public right-of-way.
5.
These rules and regulations shall apply equally to all plans for
development regardless of the form of ownership, including but not
limited to developments owned as condominiums (including single lot
condominiums), in fee simple, as life estates, or in ownerships subject
to common ownership, common elements or other forms of ownership.
In interpreting and applying the provisions of this Chapter,
they shall be held to be minimum requirements for the promotion of
public health, safety, comfort, convenience, and greater welfare.
Where provisions of this Chapter impose greater restrictions than
those of any statute, other ordinance, restriction, or regulation,
the provisions of this Chapter shall be controlling. Where the provisions
of a statute, other ordinance, resolution, or regulation impose greater
restrictions than this Chapter, the provisions of such statute, resolution,
ordinance, or regulation shall be controlling.
