1. 
DEP or its designees (e.g., Dauphin County Conservation District) normally ensure compliance with any permits issued, including those for stormwater management. In addition to DEP compliance programs, the Township or his municipal assignee may inspect all phases of the installation of the permanent stormwater management facilities.

During any stage of the earth disturbance activities, if the Township determines that the permanent stormwater management facilities are not being installed in accordance with the approved Stormwater Management Plan, the Township shall revoke any existing permits until a revised Drainage Plan is submitted and approved as specified in this Chapter.

Basins should be inspected by the land owner/developer or responsible entity (including the Township for dedicated facilities) on the following basis:
A. 
Annually for the first five years.
B. 
Once every two years thereafter.
C. 
During or immediately after the cessation of a one-hundred-year or greater storm event.
4. 
The entity conducting the inspection should be required to submit a report to the Township regarding the condition of the facility and recommending necessary repairs, if needed.

Upon presentation of proper credentials, duly authorized representatives of the Township may enter at reasonable times, upon any property within the Township, to inspect the implementation, condition, or operations and maintenance of the stormwater BMPs in regard to any aspect governed by this Chapter.
2. 
BMP owners and operators shall allow persons working on behalf of the Township ready access to all parts of the premises for the purposes of determining compliance with this Chapter.
3. 
Persons working on behalf of the Township shall have the right to temporarily locate on any BMP in the Township such devices, as are necessary, to conduct monitoring and/or sampling of the discharges from such BMP.
4. 
Unreasonable delay in allowing the Township access to a BMP is a violation of this Chapter.
1. 
The owner of any land upon which permanent BMPs will be placed, constructed, or implemented, as described in the Drainage Plan, shall record the following documents in the Office of the Recorder of Deeds of Dauphin County, within 90 days of approval of the Drainage Plan by the Township:
A. 
The Drainage Plan, or a summary thereof;
B. 
Operations and Maintenance Agreements as required by this Chapter; and
C. 
Easements under § 22-503.
2. 
The Township may suspend or revoke any approvals granted for the project site upon discovery of the failure of the owner to comply with this Section.
