Table of Contents
The applicant shall provide all improvements required by these regulations. The specifications for the improvements contained herein shall apply.
1. 
Monuments must be set at:
A. 
The intersection of all street and right-of-way lines.
B. 
The intersections of lines forming angles in the boundaries of the subdivision or land development.
C. 
Such intermediate points as may be required by the Municipal Engineer.
2. 
Markers must be set:
A. 
At all corners except those monumented.
B. 
By the time the property is offered for sale.
3. 
Monuments and markers shall be the following sizes and made of the following materials:
A. 
Monuments shall be six inches square or four inches in diameter and shall be 30 inches long. Monuments shall be made of concrete, stone or by setting a four-inch cast-iron or steep pipe filled with concrete.
B. 
Markers shall be 3/4 of an inch square, 3/4 of an inch in diameter, and 30 inches long. Markers shall be made of iron pipes or iron or steel bars.
4. 
Monuments and markers must be placed so that the scored or marked point coincides exactly with the point of intersection of the lines being monumented. They must be set so that the top of the monument or marker is level with the finished grade of the surrounding ground. Monuments must be marked on top with a copper or brass plate or dowel set in the concrete.
5. 
Removal. Any monuments or markers that are removed must be replaced by a registered engineer or surveyor at the expense of the person removing them.
1. 
Pavements and Construction. Streets shall be designed in accordance with Part 5 herein and shall be surfaced to the grades and dimensions drawn on the plan, profiles, and cross-sections submitted by the applicant and approved by the Board of Commissioners. Before paving the street surface, the developer shall install the required utilities and provide, where necessary, adequate underdrains and stormwater drainage for the streets, as acceptable to the Board of Commissioners. The pavement base and wearing surface must be constructed according to the following specifications and as outlined in Table 502.1 of § 22-502, entitled "Streets," herein.
A. 
Subgrade.
(1) 
No base course shall be placed on wet, frozen or unsuitable material. Unsuitable material is defined in the Pennsylvania Department of Transportation, Publication 408, as amended.
(2) 
Subgrade in fill area shall be compacted in not more than twelve-inch layers with a minimum roller weight of 10 tons or equivalent compaction.
(3) 
Subgrade that has been disturbed by trenching shall be backfilled and compacted in eight-inch layers and inspected by the Municipal Engineer to his designated agent.
(4) 
Unsuitable material in subgrade shall be removed and replaced with material acceptable to the Municipal Engineer.
(5) 
The moisture content at the time of compaction and density of the finished subgrade shall be in accordance with the specifications as set forth in the Pennsylvania Department of Transportation, Publication 408, as amended.
(6) 
Any springs or spongy areas shall be provided with a proper under drain system, which is connected to the storm sewer system.
(7) 
Subgrade shall be inspected by the Municipal Engineer or his designated agent prior to the placement of the base course.
B. 
Base Course.
(1) 
Minor Streets. Base course shall be consistent with Table 502.1 of § 22-502, entitled "Streets," herein, in accordance with the specifications as set forth in the Pennsylvania Department of Transportation, Publication 408, as amended.
(2) 
Collector Streets. Base course shall be consistent with Table 502.1 of § 22-502, entitled "Streets," herein, in accordance with the specifications as set forth in the Pennsylvania Department of Transportation, Publication 408, as amended.
(3) 
Arterial Streets. For the construction of arterial roads and highways the applicant shall consult the Planning Commission and Board of Commissioners and be governed by the Pennsylvania Department of Transportation for the method of construction to be used.
(4) 
Base course shall be inspected by Municipal Engineer or his designated agent prior to the placing of binder course.
(5) 
Base shall have binder applied as soon as possible to avoid damage to base.
(6) 
All foreign material shall be removed from base course prior to placing binder course.
(7) 
Base shall be compacted with a vibrating tamper or vibrating roller.
(8) 
The Board of Commissioners shall decide if a collector or arterial street is required as a direct result of the subdivision or land development, in which case the developer is responsible for paving the additional width required.
C. 
Surface Course.
(1) 
Minor and Collector Streets. Surface course shall be consistent with Table 502.1 of § 22-502, entitled "Streets," herein, in accordance with the specifications as set forth in the Pennsylvania Department of Transportation, Publication 408, as amended.
(2) 
Surface course shall be sealed wherever it comes in contact with another structure (i.e., curb, manhole, inlet, etc.). This work shall be done in accordance with the specifications as set forth in the Pennsylvania Department of Transportation, Publication 408, as amended.
(3) 
Surface course shall be inspected by the Municipal Engineer or his designated agent after completion of all work.
D. 
Shoulders. The base course shall consist of six inches of compacted stone, gravel or slag constructed in accordance with the specifications as set forth in the Pennsylvania Department of Transportation, Publication 408, as amended. The bituminous seal coat shall be constructed in accordance with the applicable requirements of the Pennsylvania Department of Transportation, Publication 408, as amended.
E. 
Driveway Entrances. Driveway entrances or aprons within the street right-of-way shall be surfaced to their full width, and in no case shall be less than 12 feet wide for residential developments and 18 feet wide for commercial or industrial developments; the type of surface to be either plain cement concrete, minimum depth of four inches or the same as specified above. Where sidewalks are installed, the required driveway surfacing shall end at the street side of the sidewalk.
(1) 
Driveway entrances along the streets where curbs are not required shall be constructed to provide proper drainage along the streets and from the streets by the continuation of gutters, swales or ditches. Such continuation may be provided by having an approved pipe of not less than 15 inches in diameter across such driveway entrance.
(2) 
Driveway entrances along streets, where curbs are not required, shall be constructed so that the driveway meets the edge of the cartways as a continuation of at least the slope from the crown of the street for not less than five feet.
(3) 
Where proposed driveways provide access onto a State highway (Legislative route, Pennsylvania route or United States route) the design of such driveway access and drainage shall be prepared in accordance with the Pennsylvania Department of Transportation and shall be subject to the approval and issuance of permits by the Department.
(4) 
The curb height at driveway entrances may be reduced to a minimum of 1 1/2 inch for driveway entrances along streets where curbs are required. The maximum width of reduced curb height shall be 20 feet for residential driveways and 35 feet for commercial or industrial driveways. Sidewalks across driveway entrances, where required, shall be constructed in accordance with the requirements in § 22-1107 herein.
F. 
Underdrain.
(1) 
Underdrain shall be constructed in accordance with the specifications as set forth in the Pennsylvania Department of Transportation, Publication 408, as amended, and as detailed on the Roadway Construction Standard Drawings (RC-30).
(2) 
Combination storm sewer and underdrain shall be constructed in accordance with the specifications as set forth in the Pennsylvania Department of Transportation, Publication 408, as amended, and as detailed on the Roadway Construction Standard Drawings (RC-30).
(3) 
Underdrain pipe shall be six inch Perforated Corrugated Galvanized Metal Pipe (C.M.P), helical in design, or unless otherwise specified.
(4) 
Underdrains or combinations storm sewer and under drain shall be constructed where required by the Municipal Engineer or the Board of Commissioners.
(5) 
Underdrain shall be installed and inspected by the Municipal Engineer or his designated agent after completion of all work, just prior to the base course application.
G. 
Handicapped Accessibility. When deemed necessary by the Board of Commissioners, upon recommendation of the Township Planning Commission, intersection curb cuts shall be provided where sidewalks and curbs are required.
2. 
Maintenance of Street After Dedication of Township. Once a street has been dedicated to the Township, the developer remains responsible for all maintenance and plowing of said street up until the final inspection of the dedicated improvements. In addition, a 1 1/2 year maintenance bond will be required after acceptance of the street by the Township and as otherwise by this Chapter.
1. 
Sewers. The developer shall provide the subdivision and land development with a complete sanitary sewer system to be connected to the existing Township Authority sewer system in accordance with Authority specifications.
A. 
If such a system is not available but will, in the opinion of the Board of Commissioners, become available within a reasonable time, then the developer shall install a complete sanitary sewerage system including a collector main installed in the street bed or approved right-of-way; lateral installations shall be to the rights-of-way lines of streets, lot or parcel property lines or sewer easements rights-of-way lines, whichever pertains to individual situations. All termini shall be capped in a manner that will insure that all collector mains, laterals and house connections shall be water tight pending connections with a public sanitary sewerage system. The system shall be designed by a registered engineer and approved by the Township Municipal Authority Engineer. The Township Municipal Authority Engineer shall also inspect construction of all sanitary sewers to insure that said sewers will coordinate and have congruity with the Township's overall comprehensive sewerage plan. All sewage pumping stations, interceptors and treatment plants to be installed by the developer shall be reviewed and approved by the Township Municipal Authority Engineer who shall inspect the construction thereof.
B. 
Capped Sewers. When trunk sewers are not available or not available within the required distance but will become available within a reasonable time, the collection system and the required laterals extending from the main to the curb shall be installed and capped by the developer. The developer may also install on-site disposal provided that the system is designed to permit connection to the public sewer when it becomes operable.
C. 
Design, approval of design, supervision and inspection fees for services rendered on behalf of the developer by the Township Municipal Authority Engineer shall be paid by the developer in accordance with the fee schedule submitted to the Board by the Township Municipal Authority Engineer, which schedule shall be available for review in the Township Office by any developer.
D. 
Sanitary sewers and sewage disposal systems shall not be combined with stormwater sewers, and shall not be constructed to receive effluents from any stormwater collection system.
2. 
Water. The developer shall provide the subdivision or land development with a complete water main supply system to be connected to the existing or proposed water main supply system in accordance with Township and/or utility specifications.
Whenever the evidence available to the Board of Commissioners indicates that natural surface drainage is inadequate, the developer shall install a stormwater sewer system in accordance with approved plans and profiles. The system shall be designed by a registered engineer and be approved by the Municipal Engineer. The developer shall submit engineering calculations upon which the size of conduits, culverts, and other portions of the proposed storm sewer system has been based.
A. 
Pipe.
(1) 
Pipes shall be constructed in accordance with the specifications as set forth in the Pennsylvania Department of Transportation, Publication 408, as amended.
(2) 
Pipe sizes shall be in accordance with that shown on approved drawings. All piping used in the storm drainage system shall be CMP galvanized steel, aluminum alloy, reinforced concrete or polyethylene. A minimum pipe size of 18 inches in diameter shall be used in all roadway systems proposed for dedication to the Township. A minimum pipe size of 15 inches in diameter is permitted on private facilities which receive no off-site drainage. Arch pipe may be used in lieu of round pipe where cover or utility conflict conditions exist.
(3) 
All pipe joints shall be connected with metal bands or other method as appropriate for specific pipe type.
(4) 
Pipes shall be placed on Class B Bedding.
(5) 
Pipe gauge shall be in accordance with approved engineering calculations. Minimum pipe gauge for C.M.P. shall be 16 diameter.
(6) 
Pipes shall be constructed and set to line and grade as shown on approved drawings.
(7) 
Pipes shall be inspected by the Municipal Engineer or his agent to backfilling.
B. 
Inlets.
(1) 
Inlets shall be constructed in accordance with the specifications as set forth in the Pennsylvania Department of Transportation, Publication 408, as amended, and as detailed on the Roadway Construction Standard Drawings (RC-34).
(2) 
Inlet tops shall be precast concrete top units and shall be compatible with type of curbing installed.
(3) 
Inlet boxes shall be either precast concrete box units, cast-in-place cement concrete or constructed out of concrete blocks.
(4) 
All inlets shall have weep holes placed at the appropriate elevations to completely drain the sub grade prior to placing the base course and surface course.
(5) 
Size of concrete block shall be solid four inches by eight inches by 16 inches unless otherwise specified.
(6) 
Inlets shall be inspected by the Municipal Engineer or his designated agent after completion of all work.
C. 
Manholes.
(1) 
Manholes shall be constructed in accordance with the specifications as set forth in the Pennsylvania Department of Transportation, Publication 408, as amended, and as detailed on the Roadway Construction Standard Drawings (RC-39).
(2) 
Manholes shall be precast concrete units.
(3) 
Manholes shall be inspected by the Municipal Engineer or his designated agent after completion of all work.
Curbs shall be installed on each side of the street surface in accordance with the specifications of the Township. The Board of Commissioners, upon recommendation of the Township Planning Commission and Municipal Engineer, shall require installation of curbs in any subdivision or land development where the bulk of buildings, area of parking, roads, and the gradient of such areas or other evidence indicates that such improvements are necessary for proper drainage.
A. 
Curbs shall be constructed in accordance with the specifications as set forth in the Pennsylvania Department of Transportation, Publication 408, as amended, and as detailed on the Roadway Construction Standard Drawings (RC-64).
B. 
Rolled curbs will not be acceptable.
C. 
Curbs shall be constructed in accordance with the cross section details shown on approved drawings.
D. 
Curbs shall be set and finished to the line and grade as shown on approved drawings.
E. 
Backfill must be placed within 48 hours after form removal and this backfill shall be compacted in place along the rear face to within six inches of the top of the curb.
F. 
When curbing is to be removed to construct a driveway, the removal shall be done on the complete curb section. The length of curbing to be removed shall be carried to the nearest expansion joint or saw cut if the joint is located more than five feet from the end of the curb removal. Curb replacement shall be formed and shaped to the required driveway width. The driveway shall be depressed to a height of 1 1/2 inches above the finished paving grade.
G. 
No partial breaking out of the curb shall be permitted without approval by the Municipal Engineer or his designated agent.
H. 
Curbs shall be inspected by the Municipal Engineer or his designated agent after the forms have been placed, just prior to the pouring of concrete and after completion of all work.

Sidewalks shall be installed on both sides of the street in accordance with Township specifications.
A. 
Sidewalks shall be constructed in accordance with the specifications as set forth in the Pennsylvania Department of Transportation, Publication 408, as amended.
B. 
Four inches of 2B aggregate shall be placed under all sidewalks.
C. 
Sidewalks shall be within the right-of-way of the street and shall extend in width from the right-of-way line toward the curb line.
D. 
Sidewalks shall be at least four feet wide, or unless otherwise specified.
E. 
Where a sidewalk abuts a curb, wall, building or any other structure, a premolded expansion joint 1/4 inch in thickness, shall be placed between the sidewalk and said structure for the full length of said structure.
F. 
Sidewalks shall be boxed out around light standards, fire hydrants, etc., with a premolded expansion joint, 1/4 inch in thickness.
G. 
Sidewalks shall be inspected by the Municipal Engineer or his designated agent after the forms have been placed, just prior to the pouring of concrete and after completion of all work.
H. 
Notwithstanding anything in this section to the contrary, sidewalks shall not be required in single lot residential developments of no more than three units where more than 75% of the property, both in number of lots on the side to be developed and in frontage on the side to be developed between the closest intersecting streets has been developed without sidewalks and where there are no sidewalks on the lots on either side of the lot to be developed.
I. 
Notwithstanding whether a land development plan may be required or not, the developer of one or more building on a public street or a private street shall be required, at the time of construction, to install sidewalks on both sides of the street in accordance with Township specifications.

A developer may request, in writing, a waiver of the requirement of Chapter 22, § 1107, for sidewalks on both sides of the street or a waiver of some portion of the sidewalk on either side of the street. The request for waiver shall include the following:
A. 
An explanation as to why the sidewalk is not needed, which explanation should include a delineation of any existing sidewalk or other pedestrian path within 1/3 of a mile, to which a sidewalk could provide conductivity to the subject parcel.
B. 
A review of the current and anticipated pedestrian traffic in the area. The pedestrian traffic reviewed should include increased traffic after the project which seeks the waiver is constructed or in anticipation of any other pending or approved development.
C. 
Any topographical or other unique physical features on the subject lot which make installation of sidewalks more difficult, including any water obstruction or other physical obstructions and the slope of the land on which a sidewalk would have to be installed.
D. 
Any alternative footpath which the developer or owner agrees to install, including sidewalks in an area different than that mandated by this Chapter, macadam paths or other alternative systems.
E. 
The cost of sidewalk installation to the developer or owner, which must include a calculation of what it would cost to install the required sidewalks. An owner or developer seeking a waiver may wish to include evidence that the owner or developer is not primarily motivated by cost savings. Cost savings to the owner or developer, by itself, is not an adequate reason for waiver. In order to demonstrate that cost savings is not a primary motivation, the party requesting a waiver may voluntarily agree to make payment of the amount equal to or approaching the cost of the sidewalk to the Township in lieu of installation of the sidewalk.
F. 
A review of the current and anticipated vehicular traffic volume in the area. Vehicular traffic volume should include vehicular traffic volume expected after the project which seeks the waiver is constructed and in anticipation of any other pending or approved development.
G. 
A developer or owner may raise other factors or conditions which he or she believes justify the waiver.
Wherever a public or community water supply system is provided, fire hydrants shall be installed within 600 feet of all existing and proposed structures, measured by way of accessible streets (as specified by the Susquehanna Township Public Safety Committee or the Fire Marshal Office).
Reasonable effort should be made by the applicant to preserve existing shade trees and, in addition, deciduous hardwood trees with a minimum caliper of 1 1/2 inches should be provided in accordance with conditions as specified in Chapter 25, Part I, entitled "Shade Trees," as amended. Specifically, all trees and other vegetation providing a buffer zone between a development or subdivision and an existing adjoining development along the adjoining boundary area, especially a residential development, should be noted on the plan and, preserved as a buffer zone. Where provided, such trees should be planted between the sidewalk and the building setback line at least five feet from the sidewalk, provided that the planting strip is a minimum of six feet wide.
The subdivision or land development shall be provided with street signs to include but not limited to: street name signs at all intersections, directional and informational signs. Such signs shall conform to Pennsylvania Department of Transportation and Township Specifications and shall be installed by the developer in a manner specified by the Municipal Engineer.
All electric and telephone lines, including streetlighting, shall be placed underground within any subdivision or land development of five or more lots and/or dwelling units.
1. 
Intent. It is the intent of this section to establish a standard for the visual display of street address numbers and to require that said numbers by prominently displayed on occupied buildings.
2. 
Definitions as used in this section, certain terms are defined as follows:
CLEARLY VISIBLE
Displayed in a manner that allows the street address number to be clearly seen, day or night, from the street in front of the building, unobstructed by trees, shrubs, vegetation or other structures upon the property.
OCCUPIED BUILDING
Any building or structure for which an occupancy permit is required.
STREET ADDRESS NUMBER
The number that has been legally assigned to a residence, apartment building, business, or other occupied building for the purpose of identification, including use by the United States Postal Service for the delivery of mail.
3. 
Street address number required. Every occupied building shall have, and shall be maintained thereon, the legally assigned street address number, upon or near each entrance from a street of the township or state, or from any other access way in the manner and location designated by this article.
4. 
Placement of street address number.
A. 
A street address number shall be affixed to all occupied single-family residential buildings by the owner or occupant. Such number shall be prominently placed on or to the left or right of the main entry door that faces the public or private street providing access to the building. The street address numbers shall not be affixed behind a glass storm door. Alternatively, the numbers can be placed by the garage door if more visible from the street.
B. 
A street address number shall be affixed to all occupied multi-tenant commercial, office, or industrial buildings with front and rear entrances by the owner or occupant of all establishments contained therein. Such number shall be prominently displayed on or immediately adjacent to both front and rear doors.
C. 
A street address number for an occupied building that is not visible from a public or private street shall, in addition to subsections (4)(A) or (B), be prominently displayed by the owner or occupant at the intersection of the driveway entrance to the occupied building and the main roadway.
D. 
For any business located within an occupied mall or shopping center building having a common street address and multiple entranceways, the owner or occupant shall affix, on or adjacent to each door, the name of the business accessed through each rear door entry way in letters which are not less than four inches in height, with a minimum stroke width of 1/2 inch, and contrasting in color with the background on which they are affixed. The street address number shall be displayed in Arabic numerals.
5. 
Time limitation for installation, change, etc. A street address number shall be installed prior to occupancy of any building. A street address number shall be installed, altered, substituted, or removed within 30 days after receipt by the owner or occupant of an occupied building, or any person or agent in charge thereof, of a written notice from the Township containing instructions for compliance with these regulations.
6. 
Minimum dimensions and characteristics. The minimum dimensions of a street address number designated by the township shall be as follows:
A. 
A street address number affixed to an occupied building shall be displayed at least 48 inches from the ground. The number shall be a minimum of four inches in height, with a minimum stroke width of 1/2 inch, and contrasting in color with the background on which they are affixed. A street address number shall be displayed in Arabic numerals.
B. 
Any occupied building not visible from a public or private street shall place a street address number on a post or other means of support at least 36 inches above the ground at the main driveway entrance, so as to be easily visible from the street. Said number shall not be less than four inches in height, with a minimum stroke width of 1/2 inch, and contrasting in color with the background on which they are affixed. A street address number shall be displayed in Arabic numerals.
C. 
Design (including shape and style), as well as location of a street address number, shall be such that it is legible and easily readable.
7. 
Display of street address numbers.
A. 
Every person or legal entity having ownership, possession, custody, control or charge of any occupied building shall maintain the clearly visible display of a street address number as required by these regulations.
B. 
Should at least one street address number be affixed to an occupied building in conformance with these regulations, then additional noncompliant street address numbers may also be affixed to the occupied building or placed upon the property of the occupied building. Owners or occupants are reminded that said additional street address numbers shall comply with the Susquehanna Township Ordinance.
C. 
In the event that a street address number, affixed to an occupied building prior to the effective date of these regulations, is not in compliance as required herein, it may remain in place until such time as either modified by the owner or occupant or until such time as the owner or occupant receives written notice from the Township indicating that the street address number is in violation of these regulations.
8. 
Enforcement.
A. 
The enforcement of these regulations as they pertain to existing occupied buildings shall be the responsibility of the Susquehanna Township Police Department.
B. 
The enforcement of these regulations, as they pertain to occupied buildings for which a building permit has been issued after the effective date of these regulations, shall be the responsibility of the Township. No certificate of occupancy shall be issued for an occupied building under said building permit until such time as a street address number is installed in accordance with these regulations.
