A. 
Statement of purpose. The purpose of this chapter is to restrict and prohibit the possession and use of alcohol or controlled drugs on the grounds and in the buildings under the authority and control of the Board of Education and to restrict and prohibit the presence of persons under the influence of alcohol or controlled drugs on such grounds or within such buildings.
B. 
Definitions. The following words, terms and phrases, when used in this chapter shall have the meanings ascribed to them in this subsection, except where the context clearly indicates a different meaning:
ALCOHOL
Any intoxicating liquor, including, but not limited to, alcoholic, spirituous and malt liquors, which can be used as a beverage and which, when drunk to excess, will produce intoxication.
CONTROLLED DRUGS
Those drugs as defined in § 21a-240 of the Connecticut General Statutes.
POSSESSION
To have on one's person or within the control or exercise of one's power.
UNDER THE INFLUENCE OF ALCOHOL OR DRUGS
The mental and physical condition induced by drinking excessive quantities of alcohol or using controlled drugs, which condition is further defined by the applicable Connecticut General Statutes.
C. 
Prohibited on school property. The following shall be expressly prohibited on all property and within buildings which are under the authority, control or domain of the Board of Education:
(1) 
No person shall be on such property or within such buildings while under the influence of alcohol or controlled drugs.
(2) 
No persons shall consume any alcoholic beverage or use any controlled drug on school property or within school buildings.
(3) 
No person shall be in possession of alcoholic beverages or controlled drugs on school property or within school buildings.
D. 
Penalties for offenses. Any violation of this chapter shall be punishable in accordance with § 1-2 of this Code, unless such violation is also a violation of the General Statutes, in which case the relevant state statute shall control.

The Southington Police Department will develop and post a list of objectionable products. This list will be updated regularly and posted on the Town website.
