No coin-operated vending machines, signs of any nature or lighting or utility poles may be placed within the public right-of-way without the prior approval of the Director of Public Works, the Division of Police and the Department of Community and Economic Development. Vending machines used solely for the distribution of printed matter containing a variety of articles by different authors, which has general availability at stated intervals and can be purchased through subscription and is recognized as a periodical by the United States Post Office, are exempted.
