The Borough Council of Hamburg hereby creates the Hamburg Recreation Board.

The jurisdiction of the Recreation Board shall be limited to making recommendations to the Borough Council, through the designated committee, since the operation and administration of the park and recreation facilities and programs are, pursuant to Ord. 630, 4/4/1994 [Chapter 1, Part 2, Subpart A], under the exclusive control of the Borough Manager. In its advisory capacity, the Recreation Board shall consult with the Borough Planning Commission and Borough Manager in order to provide the Borough Council with recommendations for the development of park and recreational areas and facilities; study and report to the Borough Council on the feasibility of recreational programs to be conducted by the Borough make such studies or reports as the Board deems advisable for park and recreational facilities or activities which will be beneficial to the health, safety, morals and general welfare of the residents of the Borough. In addition, the Board shall file an annual written report making specific recommendations to Borough Council.

The Recreation Board shall consist of seven members, all of whom shall be appointed by Council of the Borough of Hamburg. The members of the Board shall serve for terms of three years or until their successors are appointed by the Hamburg Borough Council. Members of such Board shall serve without pay. All persons so appointed shall serve their full terms unless they shall voluntarily resign or be removed by the Hamburg Borough Council for malfeasance or nonfeasance of duty. Vacancies on such Board, occurring otherwise than by expiration of terms, shall be filled for an unexpired term in the same manner as the original appointment.

The members of the Park and Recreation Board shall elect their own chairman and select all other necessary officers to serve for a period of one year. The Secretary will be a nonmember and will be appointed by Borough Council at the discretion of the Borough Manager. Such Board shall have power to adopt rules and regulations for the conduct of all business before the Board.

Wherever possible, the Board shall encourage the County of Berks, other boroughs, townships and school districts, or any of them, to develop a cooperative plan of recreation service in order to fulfill the purpose of providing needed recreation facilities for all of the citizens of the cooperating governmental units and/or school district.
