A.
Certain
entrances to major street intersections shall be designated as "Stop"
or "Yield Right-of-Way" entrances by ordinance.
B.
The Director
of Public Works is authorized and required to place and maintain at
each such entrance an appropriate sign bearing the legend "Stop" or
"Yield Right-of-Way" in accordance with the designating ordinance,
such sign to be located in such position and to be provided with letters
of such size as to be clearly legible for a distance of at least one
hundred (100) feet from said entrance. All such signs shall be illuminated
at night or so placed as to be illuminated by the headlights of approaching
vehicles or by street lights.
C.
The operator
of a vehicle entering a major street intersection by way of an entrance
designated by ordinance as a "Stop" entrance shall stop such vehicle
or streetcar opposite the "Stop" sign at such entrance or at such
other place as might be designated by markings on the street. Such
operator shall yield to other vehicles within the intersection or
approaching so closely as to constitute an immediate hazard but may
then proceed across said intersection.
D.
The operator
of a vehicle entering a major street intersection by way of an entrance
designated by ordinance as a "Yield Right-of-Way" entrance shall slow
to a reasonable speed for existing conditions of traffic and visibility,
yielding right-of-way to all traffic on the intersecting street which
is so close as to constitute an immediate hazard. Proceeding past
such sign with resultant collision or other interference with traffic
on the intersecting street shall be deemed prima facie in violation
of this Chapter.

Where traffic control signals have been installed and at all
times when such signals are not in operation, the streets meeting
or crossing at such places shall be deemed stop intersections within
the meaning of this Code.

The driver of a vehicle emerging from an alley, driveway or
building shall stop the vehicle immediately prior to driving onto
a sidewalk or onto the sidewalk area extending across any alleyway
or driveway and shall yield the right-of-way to any pedestrian as
may be necessary to avoid a collision and upon entering the roadway
shall yield the right-of-way to all vehicles approaching on the roadway.

No driver shall enter an intersection or a marked crosswalk
unless there is sufficient space on the other side of the intersection
or crosswalk to accommodate the vehicle he/she is operating without
obstructing the passage of other vehicles or pedestrians, notwithstanding
any traffic control signal indication to proceed.
