The State traffic laws regulating the speed of vehicles shall be applicable upon all streets within the City, except that the City Traffic Engineer may declare and determine upon the basis of engineering and traffic investigation that certain speed regulations shall be applicable upon specified streets or in certain areas, in which event it shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so declared when signs are in place giving notice thereof.

A. 
No person shall operate a vehicle upon any street or highway within the City limits of the City of O'Fallon, Missouri, at a speed in excess of twenty-five (25) miles per hour, unless official signs are posted designating another speed limit.
B. 
Nothing in this Section shall make the speeds prescribed herein lawful in a situation that requires a slower speed for safe operation and compliance with Section 340.180.

The City Traffic Engineer is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from the speeds otherwise applicable within the district or at intersections and shall erect appropriate signs giving notice thereof.

A. 
Speed limits are set according to standards established by the City Traffic Engineer, and these standards include consideration for pedestrian use, traffic volume and congestion, traffic flow patterns and other criteria necessary to make the roadways as safe as possible. These speed limits may be lower in certain areas to provide for the safe passage of vehicles, safer ingress and egress to the roadway, and to ensure safer areas for pedestrians and bicycles to travel on or near the roadway.
B. 
For the purposes of this Section, a special enforcement area shall be defined as follows: Any public or private street or roadway where the speed limit has been established at twenty-five (25) miles per hour or less, and/or any street or roadway posted as a school speed zone.
C. 
Conviction of a violation of this Section is punishable by a fine of up to five hundred dollars ($500.00) or imprisonment in the St. Charles County Jail for a period up to three (3) months, or to both such fine and imprisonment. In order to determine the fine, any person found guilty of a moving motor vehicle violation in a special enforcement area in the City of O'Fallon shall be fined at a rate double the standard fine for such moving motor vehicle violation.
