A. 
It is the purpose of this Chapter to protect and enhance the quality of life and general welfare of the City, its residents and visitors through the planting, maintenance and removal of trees. It is the intent of this Article to provide shade for energy conservation, establish healthy environmental conditions by providing air purification, oxygen regeneration, ground water recharge, noise, glare and heat abatement, reduce storm water runoff and flooding, aid in the reduction of erosion, provide greenery to visually soften paved areas and buildings, to buffer uncomplimentary land uses, provide wildlife habitat, and protect and increase real property values. It is to encourage the preservation and protection of trees within the City of O'Fallon, and to prevent their unnecessary destruction. It is not intended to be punitive nor cause hardship upon those individuals and concerns exercising reasonable care and diligence to protect trees.
B. 
This Chapter specifies the best management practices for the publicly owned trees of O'Fallon. All work performed on, or affecting, trees shall comply with the American National Standards Institute, Inc. standards and all relevant tree-related ordinances.
