The "PASF" District is intended to provide an alternative procedure
for the planned development of attached single-family housing units
incorporating the highest quality of site and landscape planning and
architectural design and compatibility with the surrounding land uses.
These procedures provide for application for "PASF" District designation
of specific and limited locations and planned development of attached
single-family residential uses under conditions requiring particular
consideration of each such application, an evaluation of its effect
on the surrounding area and the community, compliance with the development
standards hereinafter set forth, site plan review procedures and a
determination that such proposed development is consistent with the
public health, safety and general welfare of the City of Olivette
and with good planning practice.

"PASF" Planned Attached Single-Family District designation shall
not be applicable to any parcel which is adjacent on all sides to
an "AR" Attached Single-Family Residential District, a "PA" Public
Activity District or a combination of "AR" and "PA" Districts.

A. The following are permitted uses in the "PASF" District:
1.
Attached single-family dwellings.
3.
Private parks, open space and recreation facilities owned and
maintained in common by the residents of a subdivision or condominium.
4.
Accessory structures and uses, but excluding storage sheds, storage buildings and similar structures, in accordance with the provisions of Article
XVI.

A. Compliance Required. No site shall be considered for designation
within the "PASF" District classification unless the site meets the
following minimum standards.
1. Minimum site development area: Three (3) acres.
2. Minimum site width: One hundred eighty (180) feet.
3. Minimum site depth: One hundred eighty (180) feet.
B. Bulk And Density Regulations.
1. Maximum height: Thirty-five (35) feet.
2. Minimum dwelling unit floor area: Twelve hundred (1,200) square feet
of habitable space. For purposes of this Subsection, the term "habitable space" shall have the meaning ascribed to it
in the City's Building Code.
3. Maximum density: A maximum of six (6) dwelling units per acre of
total site area and a maximum of four (4) dwelling units per residential
structure.
C. Yard And Setback Standards. The following yard and setback
requirements shall apply to any lot or site developed in this district:

Minimum side and rear yards shall be measured from the nearest
line of the lot or designated unit site area as provided in Section
400.520(1).

D. Maximum Site Coverage. Fifty percent (50%) coverage by buildings,
driveways and parking areas.
E. Buffers. Where a side or rear lot line coincides with a side or rear lot line of any adjacent residential district, a landscaped yard at least ten (10) feet in width shall be provided along such lot line in addition to the yard setback required above in Subsection
(C). Additional landscaped buffers may be required as deemed appropriate upon site plan review.
Formal street planting shall be provided. Plant species shall
conform to the City's recommended planting list. Street trees shall
be provided on each side of streets located within proposed developments.
All street trees shall provide a minimum six (6) inch caliper, measured
at a point three (3) feet above finished grade and shall be planted
at a maximum fifty (50) feet on center.

A. The
following standards are intended to ensure the provision of adequate
sunlight, open space and privacy for the occupants of attached single-family
dwellings:
1. Minimum lot or designated unit site area occupied per unit: Three
thousand (3,000) square feet on fully attached units (0 foot side
yard each side), four thousand (4,000) square feet on all other units.
2. Minimum lot width: Twenty (20) feet.
3. Minimum building width: Twenty (20) feet.
4. Unit side yard setback: Five (5) feet or zero (0) feet for attached
units.
5. Minimum number of units per project: Eight (8).

All required parking spaces shall be enclosed within the principal
building or an accessory building constructed of similar materials.
Not less than two (2) parking spaces per dwelling unit shall be provided.

Exterior surfaces of all buildings located on the site shall
provide in the aggregate not less than sixty percent (60%) brick or
similar masonry material as approved by the Commission upon site plan
review with wood or other non-masonry material used for trim, eaves
or special features such as building protections, bays or overhangs;
provided that less than sixty percent (60%) brick or approved masonry
material may be provided upon architectural review and approval by
the Commission.

Petitions for designation of a "PASF" Planned Attached Single-Family District shall be addressed to the City Council. The petition shall be made on forms prescribed by the City and shall be accompanied by the appropriate documents as required for site plan review, Article
XI. The procedures for processing, review and action shall be set forth in Article
XI or applicable successor ordinances. Designation of a "PASF" shall be by ordinance following notice and public hearing. The filing fees shall be as set forth by ordinance.
