The following terms, when used in this Article, shall have the following meanings:
DRY CLEANING UNIT
A machine or device which utilizes dry cleaning solvents to clean garments and other fabrics and includes any associated piping and ancillary equipment and any containment system.
SELF-SERVICE LAUNDRY OR DRY CLEANING ESTABLISHMENT
Includes any attended or unattended place, building, structure, room, establishment or portion thereof available to the general public for the purpose of washing, drying, extracting moisture from or dry cleaning wearing apparel, table, bed or other household linens, towels, curtains, draperies, rugs, blankets or other materials through the use of coin-operated or activated machines or devices.

A. 
No person shall engage in the business of operating any self-service laundry or dry cleaning establishment within the City of Olivette without first obtaining a license therefor for each such establishment to be conducted by such person.
1. 
A separate application shall be made for each establishment where such business is to be engaged in by the applicant wherever located within the City. Said application shall contain information as to the proposed location of the establishment, the names, addresses and telephone numbers of all proposed operators of the establishment, the specifications of each machine proposed to be installed and the specification of the dry cleaning solvent, if any, which is to be provided.
2. 
Said application shall be reviewed by the Building Official and the Fire and Health Departments. If all of the provisions of this Article are complied with, a license may be issued upon payment of an annual license fee, which said fee shall be in lieu of any other merchant's or business occupations' fee and which said annual fee shall be based upon the aggregate number of washing machines, dryers, extractors and dry cleaning devices situated and maintained in any such establishment as follows:
For each washer, dryer or extractor
$2.00 per machine
For each dry cleaning device
$10.00 per machine
3. 
Each license shall specify whether it is for a self-service laundry or a self-service dry cleaning establishment or both and shall indicate thereon the date of issuance and the date of expiration and shall be posted in a conspicuous place in the licensed establishment. In addition, there shall be so posted the name, address and telephone number of either the owner, operator or manager of said establishment.
4. 
Said license shall be renewable annually upon payment of the fees hereinabove specified, provided that all of the requirements of this Article are being observed by said establishment.

A. 
A license shall be issued for a self-service laundry or dry cleaning establishment or an establishment containing both laundry and dry cleaning devices and shall remain in force only upon compliance with the following requirements:
1. 
Such establishment shall at all times be kept in good repair and maintained in a clean and sanitary condition as to floors, walls, ceilings, windows, woodwork, machines, utensils and fixtures. One (1) or more trash and refuse receptacles shall be provided in a location or locations easily accessible to the patrons of such establishment.
2. 
The area of the establishment accessible to the general public shall be completely visible from the outside of the establishment.
3. 
During the hours of its availability to the general public, there shall be provided in all parts of such establishment available to the general public, and not directly obstructed by machines or other equipment, either natural light of at least ten (10) foot-candles or artificial light of at least thirty (30) foot-candles as shown by an illuminator test.
4. 
A minimum of one (1) toilet and one (1) lavatory shall be provided for each sex per establishment.
5. 
There shall be no direct interconnections between waste water discharge lines and the sanitary sewer. Such connections shall be air vented with a gap equal to one and one-half (1½) times the diameter of the discharge lines.
6. 
Filter pressure relief or safety valves shall be vented to the outside and above the roof lines.
7. 
All necessary plumbing installations shall conform to the requirements of the National Plumbing Code and have a certificate of approval from the Metropolitan St. Louis Sewer District.
8. 
All necessary electrical installations shall conform to the requirements of the National Electrical Code.
9. 
Any coin-changing devices which may be situated within the establishment shall be of a vault type and located in a position as conspicuous to the exterior vantage points thereof as is practical.
10. 
No coin-operated music or other coin-operated amusement devices may be situated upon the premises, nor shall there be maintained thereon any dispensing machines which distribute products in glass containers.
11. 
The clear height between the ceiling and the finished floor of any establishment shall be no less than nine (9) feet and the temperature and humidity of such establishment shall be maintained at a level which will not endanger the health of persons utilizing the facilities therein.
12. 
No electrical outlets shall be made available for use by the general public.
13. 
All facilities or mechanisms for the heating and softening of water, for the production of heat, for the operation of venting and cooling devices, for the operation and maintenance of dry cleaning devices shall be inaccessible to the general public.
14. 
Every washing, extracting, drying or dry cleaning device shall be of a make, type or design having principal component parts which have been tested and approved by, and which bear the tested label of, an organization nationally recognized as an authority on safety with respect to the type of device or part concerned.
15. 
Machines shall be equipped with a device to make the machine inoperable if overloaded.
16. 
No solvent other than water may be used or provided except within a dry cleaning device and no such solvent shall be flammable nor of a type other than that specified by the manufacturer thereof or have an established maximum allowable concentration of less than two hundred (200) parts per million for eight (8) hours of human exposure thereto.
17. 
A utility fire extinguisher of either the carbon dioxide or dry chemical type shall be provided as protection against electrical fires.
18. 
A step-by-step self-explanatory instruction list for each type of device, together with an emergency telephone number, shall be conspicuously posted near the machines for customer use.
19. 
There shall be in force and effect public liability insurance in the minimum amount of one hundred thousand dollars ($100,000.00) per person and three hundred thousand dollars ($300,000.00) for each incident and property damage insurance in the amount of one hundred thousand dollars (100,000.00), said policies to be in standard Missouri form and written by an insurance company or companies licensed and qualified to do business in the State of Missouri. There shall be filed with the City a copy of each said policy certified by a duly qualified officer of such insurance carrier to be a true copy of same and that same is in full force and effect. Said policies shall further provide that they shall not be canceled unless ten (10) days' notice of such proposed cancellation be given to the City, in writing, by service of same upon the City Clerk.

A. 
In addition to compliance with the provisions of Section 605.270 hereof, a license shall be issued for a dry cleaning establishment and shall remain in force only upon compliance with the following requirements:
1. 
Coin-operated dry cleaning equipment shall not be installed in buildings occupied in part as a dwelling.
2. 
A dry cleaning establishment shall be located only in a building of single story construction with concrete or equivalent floors in good condition so as to be impervious to the cleaning solvents used.
3. 
Dry cleaning equipment shall be so installed in an enclosed room that only the front portion of the machine that is protected by a housing and including the access door and coin slots shall be exposed on the customer side and that portion of the equipment including conduits, filters, pumps, sludge tanks, lint screens, heat exchangers, etc., shall be made inaccessible to customers by a partition.
4. 
The access door or doors to the room housing the rear portion and mechanisms of the machines shall be equipped with self-closing and positive self-locking devices, to which room there shall be admitted only authorized personnel.
5. 
The base of the room housing the machines shall be so constructed as to prevent solvent leaks from draining into the customer area. This may be accomplished by a method of leakproof diking around the total periphery of the base of the machines or by a recessed floor pit under the machines of sufficient capacity to hold the entire solvent content of the equipment. Gravity drains may be utilized to transfer any solvent spillage to a properly vented holding tank, in which case the capacity requirement of the dikes or floor pit shall not be applicable.
6. 
The machines, customer area and the room enclosing the machines shall be ventilated with a mechanical ventilation system which shall satisfy the following requirements:
a. 
Prevent a build up of perceptible solvent vapor in the customer area and in the room housing the machines. An air volume of five hundred (500) cubic feet per minute per machine withdrawn through perforated openings or grills located at or near the front base of the machine will satisfy this requirement.
b. 
Each dry cleaning device shall be equipped with a mechanical system of ventilation connected by way of vapor tight conduits to the outside atmosphere or to an efficient vapor reclaiming device and so designed as to maintain automatically an air flow of at least one hundred (100) feet per minute face velocity through its door whenever it be opened and such system shall be the sole means by which vapors shall be routinely discharged from each said dry cleaning device.
c. 
The ventilation system shall be in continuous operation at all times when the machines are available for customer use. An interlock shall be provided which will cause the machines to be inoperative in the event of a failure in the ventilation system.
d. 
The air velocity within the duct work shall be sufficient to prevent solvent condensation and shall be at least two thousand (2,000) feet per minute.
e. 
The air discharge from the ventilation system shall extend at least five (5) feet above the roof elevation and shall be so located as to prevent effluent air from gaining access to adjacent buildings, direct-fired heating equipment, air conditioning and ventilation systems.
f. 
All interior duct work shall be airtight and under negative pressure.
g. 
The room housing the machines shall be equipped with an auxiliary ventilation system with a minimum capacity of one thousand (1,000) cubic feet per minute per machine for emergency use in the event of a serious solvent spillage. The discharges from this system shall be so located as to preclude the entry of vapor laden air into adjacent buildings, direct-fired heating equipment, air-conditioning and ventilation systems.
h. 
The supply of make up air equal to the volume exhausted through the ventilation system shall be provided to eliminate the hazards of negative pressures within the building and provision shall be made to warm the make up air during cold weather.
7. 
The access doors of the machines shall be equipped with an interlock so that the doors cannot be opened by a customer while the machine is in operation. The interlock shall be so connected that in the event of a power failure, the machines will fail safe.
8. 
A visual signal shall be provided on each machine to indicate a malfunction to the customer.
9. 
The drying and aeration cycles of the machines shall be so controlled by thermostats, timers or other equivalent devices as to preclude the removal of vapor laden garments by the customer.
10. 
No cleaning device rated by its manufacturer as having a capacity in excess of twenty-five (25) pounds dry weight of materials shall be installed or maintained.
11. 
Every dry cleaning device shall be so designed that its door cannot be opened during the course of its normal operating cycle or upon an abnormal interruption thereof.
12. 
All equipment for the maintenance and operation of dry cleaning devices shall be enclosed by partitions and be mechanically ventilated to the outside atmosphere by devices capable of evacuating against static pressure of one-quarter (.25) inch of water from such partitioned area air drawn from that part of the premises available to the public in the following specified quantities:

The operation of this system of exhaust and the independent ventilation system of each dry cleaning machine shall be maintained at all times when the establishment is opened to the public and solvent is contained in the system concerned. The special ventilation system shall be in operation at all times during reservicing of filters and sludge tanks
13. 
A concentration of dry cleaning solvent in excess of forty (40) parts per million shall not be permitted to prevail in that part of an establishment available to the public, nor shall there emanate therefrom vapors or odors which shall constitute a nuisance to any portion of the premises in which such establishment be located, nor to any adjoining or nearby premises.
14. 
The operator of every establishment shall cause the dry cleaning devices and related component facilities to be inspected at least once during each aggregate period of twenty-four (24) hours that said establishment be opened to the public and shall cause said mechanisms to be maintained in good working order and repair, free of solvent leaks.
15. 
In the event of any malfunction or misuse that interferes with the normal cycle of the machine and vapor laden garments are removed, they shall be rerun through the drying cycles of an alternate machine or placed in an exhaust ventilated drying cabinet, prior to being released to the customer.
16. 
Closed metal containers shall be provided for the temporary storage of sludge and lint removed from sludge tanks, filters and lint strainers. Such container shall be kept outside the building or in a ventilated room inaccessible to customers and persons not familiar with the hazards of the solvent.
17. 
All solvents shall be circulated to and removed from each dry cleaning device by means of vaportight, corrosive-resistant conduits and emanate from tanks or other enclosures so designed as to prevent the escape therefrom of any significant amounts of solvent vapor and each unit of any such system shall be so designed that upon leakage of liquids therefrom, the product of such leakage shall be intercepted and contained in reservoirs having a capacity greater than the entire contents of such system.
18. 
The solvent shall be stored in closed containers in a ventilated room not accessible to the customers and in accordance with the requirements of the Fire Department.
19. 
All attendants and maintenance personnel shall be provided with approved protective respiratory equipment and gloves impervious to the solvent being used.

A. 
In addition to conforming with requirements of Section 605.270 hereof, a license shall be issued for a self-service laundry establishment and shall remain in force only upon compliance with the following requirements:
1. 
No washing, drying or extracting device having a capacity rated by its manufacturer to be in excess of fifty (50) pounds of dry weight or materials shall be installed or maintained.
2. 
Every dryer and extractor shall be so designed that it shall be inoperable when the door thereof be opened.
3. 
Water of a temperature not less than one hundred forty degrees Fahrenheit (140°F) shall be provided to each washer for use therein during this wash cycle.
4. 
No dryer shall be installed which is not capable of having its door opened from the interior thereof upon the application of outward pressure against it.

A. 
It shall be the duty of the Fire Department and the Health Department to inspect each self-service laundry or dry cleaning establishment as often as may be found necessary for the purpose of ascertaining whether the provisions of this Article are being complied with and it shall be the duty of said departments to cause all of the provisions of this Article to be enforced.
B. 
When a health or fire hazard is found to exist in any such establishment, operations therein may be terminated until such hazard is eliminated. Operation thereof may be resumed only upon certification by the Fire and Health Departments that the correction has been accomplished.
C. 
Any license granted under this Article shall be subject to revocation upon a finding by the enforcing officers that such self-service laundry or dry cleaning establishment is being maintained in violation of this Article and is dangerous or detrimental to the health of the residents of the City or to the health of the persons patronizing such establishment.
