The intent of § 105-6 of this chapter is to provide for site plan review of development projects with potentially significant impact on Town resources and exempt from site plan review existing land use activities, land use activities that have historically occurred in the Town such as agriculture and individual, single- and two-family detached residential development and other small-scale land use activities that do not have potentially significant impact on Town resources.

All new land use activities within the Town shall require site
plan review and approval before being undertaken, except the following:
A.
Construction of one-family dwellings and two single-family dwellings
on an undivided lot, placement of an individual mobile home or trailer,
ordinary accessory structures (including one accessory apartment to
an individual single-family dwelling), and related land use activities
such as home business.
B.
Ordinary repair or maintenance of existing structures or uses.
C.
Agricultural land uses and structures, including, but not limited
to, farm mines, which is a mine, 750 cubic yards or less, on a parcel
for which the principal use is agricultural.
E.
Signs under 32 square feet that are not part of a project that is
subject to review.
F.
Incidental landscaping or grading.
G.
Two-family dwellings by conversion.
H.
Land uses engaged in by and for the Town of Hartford.
Any person uncertain of the applicability of this chapter to
a given land use activity may request a written jurisdictional determination
from the Planning Board.

As used in this chapter, the following terms shall have the meanings
indicated:
Secondary structure or use on the same lot or on a contiguous
lot in the same ownership which is associated with the principal use
or structure, and which is incidental and subordinate to the principal
use or structure.
The production of crops or raising of livestock for sale
or personal use.
Any building customarily associated with agricultural uses
such as barns, silos, roadside fruit and vegetable stands or garages.
One or more persons living together as a single housekeeping
unit and maintaining a common household.
Any business use carried on within an owner-occupied residence
or an existing conventional garage used for vehicle storage, provided
that such use is conducted by the residents of that dwelling, is secondary
to the use of the dwelling and does not substantially alter the character
of the dwelling. The garage can be attached or detached from said
residentially occupied home. To qualify as a home business, the business
cannot take place in an outbuilding that is not a conventional garage.
A business carried on in a building constructed for the purpose of
conducting the particular business shall not qualify as a home business.

Any construction or other activity which changes the use
or appearance of land or a structure or the intensity of use of land
or a structure.
A complete self-contained residential unit for permanent
habitation by one family, and containing one or more rooms and facilities
for living, including cooking, sleeping and sanitary needs.
Anything constructed or built, any edifice or building or
any kind, including, without limitation, signs, towers, tanks.
B.
Any term used in this chapter which is not defined above shall carry
its ordinary meaning.
