The Building/Zoning Administrator under Chapter 39 of the Holland City Code shall administer and enforce the provisions of this Chapter 6.

(a) 
A person who violates or fails to comply with the requirements of the Michigan Building Code, Michigan Mechanical Code, or Michigan Plumbing Code [other than those violations described in Subsection (b) of this section shall be misdemeanors] in the City of Holland is responsible for a Class III municipal civil infraction and subject to the civil fine set forth in the schedules of civil fines in Section 2-118 of the Holland City Code and any other relief that may be imposed by the court.
(b) 
A person who violates Sections 6-3.1 through 6-12 of this chapter, a person who commences any construction, work or other activity that requires a permit under the Michigan Building Code without first obtaining the permit or any person who violates or fails to comply with a stop-work order issued by the City under the Michigan Building Code, Michigan Mechanical Code, or Michigan Plumbing Code is guilty of a misdemeanor subject to the penalties described in Section 1-10 of the Holland City Code.
(c) 
A person who violates or fails to comply with the requirements of Section 6-13 shall be subject to fines and penalties as provided in Section 39-12.13 of the Holland Code of Ordinances.
(d) 
Each act of violation and each day upon which such violation occurs shall constitute a separate violation.
(e) 
A violation of the Michigan Building Code, Michigan Mechanical Code, or the Michigan Plumbing Code shall also constitute a nuisance per se, subject to the remedies provided in Sections 1-10 through 1-10.2 of the Holland City Code.
