All buildings fronting on any street or avenue within the City shall be numbered, and such numbering shall be in accordance with the following plan and system, except as otherwise provided by this article:
The City is hereby divided into two districts, with Central Avenue as the dividing line, and numbering shall run east and west from that avenue. The numbering on the streets and avenues running north and south and northerly and southerly shall commence on the north section line of Sections 29 and 30, Town 5 North, Range 15 West, and run thence south to Thirty-second Street. A number shall be assigned to every 22 feet frontage on all streets and avenues, both those running north and south and those running east and west. The odd numbers shall be given to the north and east sides of the streets and avenues, and the even numbers to the south and west sides of the streets and avenues; provided, that the Council may at any time by resolution exempt from the provisions of this section such portions of the City for such time as it may deem proper.

A number shall be reserved and allowed for every 22 feet of any vacant or unplatted lot or parcel of land fronting or facing on any street or avenue within the City.

So that emergency service workers such as police, firefighters, and emergency medical technicians can quickly locate a particular location in an emergency, the owner, occupant, or agent of each building shall affix or inscribe the proper address number according to the plan set forth in Section 32-21 and according to the following rules:
(a) 
Every building located 50 feet or less from the edge of a public roadway shall have Arabic numbers not less than three inches high displayed on the side of the building facing the street to which the address is assigned. The numbers shall be clearly visible and readable to the occupants of an emergency service vehicle on the public roadway.
(b) 
Every building located more than 50 feet but 70 feet or less from the edge of a public roadway shall display numbers in accordance with Subsection (1) except that the numbers shall be not less than four inches in height. The provisions of this subsection shall not apply if the numbers are also displayed at the street in accordance with Subsection (d) below.
(c) 
Every building located more than 70 feet but 90 feet or less from the edge of a public roadway shall display numbers in accordance with Subsection (1) except that the numbers shall be not less than five inches in height. The provisions of this subsection shall not apply if the numbers are also displayed at the street in accordance with Subsection (d) below.
(d) 
Every building located more than 90 feet from the edge of a public roadway, and/or any building for which the numbers are not clearly visible and readable to the occupants of an emergency service vehicle on the public roadway, shall have, in addition to the numbers specified in Subsection (a), Arabic numbers not less than three inches in height displayed on a post, or on a regulation United States Postal Service mailbox, or on a sign, which post, mailbox, or sign shall be located directly in front of the building on the same side of the public roadway and not more than 10 feet from the edge of the roadway. The numbers shall be clearly visible and readable to the occupants of an emergency service vehicle on the public roadway.
(e) 
Every multifamily residential apartment complex shall have its assigned number displayed in accordance with Subsection (d) above. In addition, each individual building in such a complex shall have Arabic numbers and/or letters displayed on the side of the building in such a manner as to be clearly visible and readable to the occupants of an emergency service vehicle on the public roadway or on the private driveway of the complex. Further, each individual apartment shall have Arabic numbers and/or letters not less than three inches high displayed on or near the front entrance to the apartment.
(f) 
The color of the Arabic numbers and/or letters shall be in contrast to the immediate background to which they are affixed or inscribed. The numbers shall be displayed so as to be readily visible and readable during normal daylight hours.
(g) 
The above sections shall be construed to mean that, if the Arabic numbers and/or letters as specified herein are hidden by an awning, overhang, or other obstruction, or if the numbers are not clearly visible and readable to the occupants of an emergency service vehicle on the public roadway or on the private driveway of a complex, then the owner, occupant, or agent of the building shall place supplementary Arabic numbers and/or letters in the manner determined by the enforcing official to best meet the intent of this article.
(h) 
Building numbers may be spelled out for decorative purposes; however, Arabic numbers meeting the intent of this section shall also be required.
(i) 
All applicants for building permits for new construction shall be given a copy of the requirements for numbering buildings, and each such applicant shall agree to comply with these requirements as a condition of receiving the permit. A building shall be numbered in accordance with the provisions of this article before any certificate of occupancy is granted by the Building Inspector.
(j) 
The inspector in charge of the Fire Prevention Bureau of the City is designated as the enforcing officer of this article.
(k) 
For the purposes of this article, an "owner" shall be defined as: any person, agent, operator, firm, or corporation having a legal or equitable interest in the property; or recorded in the official records of the state, county, or municipality as holding title to the property; or otherwise having control of the property, including the guardian of the estate of any such person, and the executor or administrator of the estate of such person if ordered to take possession of real property by a court. For the purposes of this article, the owner shall be presumed to be the designated person or entity listed on the tax rolls maintained by the City for the structure or building, unless the enforcing officer is otherwise notified in writing.

Whenever the owner, occupant, or agent of a building shall have failed to affix or inscribe house numbers as provided above, it shall be the duty of the designated enforcing official to serve or cause to be served on the owner, occupant, or agent, a written or printed notice instructing the owner, occupant, or agent to properly affix or inscribe the house numbers as provided in this article and to do so within 10 days from the date of service. Such notice shall be provided in accordance with the provisions of Section 1-6 of the Holland City Code.

In the event that the owner, occupant, or agent shall neglect, fail, or refuse to properly affix or inscribe the house numbers as provided in Section 32-24 within 10 days from the date of service, the enforcing official shall properly affix or inscribe the house numbers as provided in this article.

In the event that the enforcing official affixes or inscribes the house numbers on a building as provided in Section 32-25, the cost thereof shall be assessed against the premises and spread upon the next tax roll in accordance with Section 15.20 of the City Charter, unless such cost has been paid by the owner, occupant, or agent of such building.
