A. 
Office Created. The office of the City Planner is hereby created.
B. 
Appointment—Term. The City Manager shall appoint a qualified person to the office of City Planner for a term of one (1) year.
C. 
Qualifications—Oath Of Office. The person appointed to the office of City Planner shall be a certified planner (AICP) and possess a thorough and practical knowledge of urban planning principles, procedures and best planning practices. He/she shall, in addition to the oath prescribed by City officials, take an oath that he/she is not and will not be during his/her continuance in office directly or indirectly interested in any contract with the City for any public work or material furnished. He/she need not be a resident of the City.
D. 
Duties Generally.
1. 
Provides his/her professional planning expertise to the City. Responsible for supervising and coordinating the operation of the Planning and Community Development Department, Zoning and the Code Enforcement efforts of the City of Ellisville.
2. 
The City Planner supervises the evaluation of land use and development proposals for conformity to established plans and ordinances. The City Planner evaluates the development impacts of proposals as related to the adopted plans and applicable codes of the City. He/she conducts proactive land use and zoning planning for the City, including short and long term planning efforts and updating of the City's Comprehensive Plan.
3. 
The City Planner shall be head of the department of Planning and Community Development and also be known as the Director of Planning and Community Development.
4. 
The City Planner shall act as staff liaison to the Board of Adjustment and the Planning and Zoning Commission.
