A. 
Office Created. The office of the Parks and Recreation Director is hereby created.
B. 
Appointment—Term Of Office. The City Manager shall appoint a qualified person to the office of Parks and Recreation Director for a term of one (1) year.
C. 
Qualifications—Oath Of Office. The person appointed to the office of Parks and Recreation Director shall possess at minimum a bachelor's degree in Park and Recreation Management and be a certified parks and recreation professional (CPRP). He/she shall, in addition to the oath prescribed by City officials, take an oath that he/she is not and will not be during his/her continuance in office directly or indirectly interested in any contract with the City for any public work or material furnished. He/she need not be a resident of the City.
D. 
Duties Generally.
1. 
Provide his/her professional expertise to the City. Responsible for supervising and coordinating the operation of the Parks and Recreation Department of the City of Ellisville.
2. 
The Parks and Recreation Director establishes and implements park operating policies, prepares and administers an annual budget, coordinates park maintenance with Public Works and oversees the park system and recreation programs. In addition, this office participates in short and long term planning for the City. The Parks and Recreation Director reviews site plans for potential developments and makes parkland recommendations accordingly.
3. 
The Parks and Recreation Director shall act as staff liaison to the Park Board.
