There is created and established the Department of Public Safety for the City. The Department of Public Safety shall perform all of the duties and responsibilities of both the Police and Fire Departments of the City and shall have all the powers, duties and responsibilities conferred upon the Police and Fire Departments by virtue of the Municipal Code of the City or other ordinances of this City or by State law and shall have such other and additional powers, duties and responsibilities as may be lawfully imposed upon it by any administrative directive, resolution, rule, ordinance or law.

The distinction, as it has heretofore existed, between Police Officers and firemen in the City is abolished and the duties and responsibilities of the Policemen and firemen are combined in the persons of Public Safety Officers. Such Public Safety Officers shall perform such duties and responsibilities as shall be conferred upon them from time to time by the Director of Public Safety of the City; provided that in addition thereto, such Public Safety Officers shall have and perform such duties as are imposed upon Policemen and firemen by the Municipal Code of the City or other ordinances of this City or by law.

There is established the office of Director of Public Safety. The Director of Public Safety shall be the Chief of Police and the Chief of the Fire Department and shall exercise and have all of the duties of the Chief of Police and Chief of the Fire Department as such may be imposed or authorized by ordinance or by law. The term and office of both the Chief of Police and the Chief of the Fire Department, as used in any law or ordinance of this City, shall mean the Director of Public Safety. The Director of Public Safety is authorized to make and implement rules and regulations in accordance and compliance with the laws and ordinances governing the Police Department and the Fire Department of this City, to provide for the cross-training, mutual cooperation, integration and consolidation of the Police Department and the Fire Department, all to implement the purposes of this Article. The Director of Public Safety shall be selected and appointed by and serve at the pleasure of the City Manager.
