There is created and established a Public Safety Advisory Board.

The Public Safety Advisory Board shall be appointed by the City Council and shall consist of eight (8) members, a Council member and the Director of Public Safety. The Director shall be a permanent non-voting member. All members shall be registered voters residing within the corporate limits of the City. The City Manager shall interface with the Board upon request or may approach the Board if and when he/she deems necessary, but shall not be considered a permanent member.

The term of all Board members, except that of the Council member representative, shall be three (3) years; provided that of the first (1st) Board appointed, one (1) member shall serve one (1) year, two (2) members shall serve two (2) years and two (2) members shall serve three (3) years. With the subsequent addition of four (4) Board members, two (2) shall initially serve one (1) year terms and two (2) shall serve two (2) year terms. The Council member representative shall serve a one (1) year term.

Board members shall elect one (1) member as Chairman, one (1) member as Vice Chairman who shall preside in the absence of the Chairman. The officers shall serve one (1) year or until their successors are elected. The Director of Public Safety or his/her designee shall serve as Secretary.

Board members shall receive no remuneration; however, upon recommendation of the Board, the City may reimburse Board members for travel or investigation expense incidental to Board functions.

A quorum of five (5) voting members shall be present at any official meeting. The Secretary shall call meetings at such times and places as directed by the Chairman or a quorum of members. A majority vote of the members present shall be decisive.

The Board may recommend to the City Manager such administrative actions and to the City Council such legislative actions as believed necessary to increase the effectiveness of the Public Safety Department. The Board shall recommend such programs as believed necessary to enhance the public cooperation and acceptance of the Public Safety Department. Citizens may address suggestions, complaints and/or criticisms of the Public Safety Department conduct or procedures to the Board. Such suggestions, complaints and/or criticisms shall be submitted in writing and presented to the Board at a scheduled meeting. An affirmative vote by a quorum of Board members shall be necessary prior to any Board recommendation. The Board may establish the rules and procedures it deems necessary to administer its duties.
