GENERAL REFERENCES
Board of Selectmen — See Ch. 52.
The Board of Selectmen shall continue to be the appointing authority for all positions for which it has always had such appointing authority.
A. 
The CAO shall be the chief administrative officer of the Town and shall be responsible to the Board for the proper administration of Town affairs.
B. 
The powers, duties and responsibilities of the CAO shall include, but shall not be limited to, the following:
(1) 
Administrative oversight over and coordination of all Town departments under the Board's jurisdiction; and
(2) 
Supervision of all department heads, administrative and secretarial positions, and any other positions under the Board's jurisdiction as the Town's Personnel Officer;
(3) 
On behalf of the Board in its role as the Town's Personnel Board, the CAO shall serve as the Town's Personnel Officer with respect to human resources matters involving all department heads, administrative and secretarial positions, and any other positions under the Board's jurisdiction; and
(4) 
Regularly advising the Board on his administrative activities.
C. 
The CAO shall be responsible for making recommendations as to the employment terms and conditions of such department heads, administrative and secretarial positions, and all other positions under Board's jurisdiction as the Town's personnel officer, including making recommendations relating to hiring, discipline, demotion, and discharge, employee performance, wages, and benefits.
The CAO's job description and the Town of Southwick Structure of Government organizational chart (a copy of which is included in the Employee Handbook for the Town of Southwick Massachusetts) shall be revised to be consistent with this chapter.
Nothing in this chapter shall interfere with or restrict the operational authority and jurisdiction of elected boards and commissions of the Town of Southwick over their agencies.
