At the time of application for a rezoning to the R-5 Mobile Home District and application for a mobile home park license under Chapter 321, Mobile Homes, of the Code of the City of Brodhead, the applicant shall submit a site plan to the Building Inspector containing the following:
A. 
The name and address of all owners and developers of the proposed mobile home park.
B. 
The legal description and lot size, in acres, of the proposed mobile home park.
C. 
The location and size of all mobile home spaces, storage areas, recreation areas and facilities, landscaping, existing tree growth, water areas, roadways, sidewalks and parking sites.
D. 
Detailed landscaping plans and specifications.
E. 
Plans for sanitary sewage disposal, surface drainage, water system, electrical service, gas service, streetlighting and topography diagrams.
F. 
Location and size of all public roadways abutting the mobile home park and all street and sidewalk accesses from such street and sidewalk to the mobile home park.
G. 
Preliminary road construction plans, specifications and elevations.
H. 
Preliminary floor plans and elevation for all structures.
I. 
Description and method of disposing of garbage and refuse.
J. 
Detailed description of proposed maintenance procedure and grounds supervision.
K. 
Staging and timing of construction program, whether or not the entire area will be developed at one time or in stages.
L. 
Such other reasonable information as shall be required by the Building Inspector.
A. 
Minimum area of mobile home park development. Each mobile home park development shall have a minimum area of five acres.
B. 
Mobile home space. Each mobile home space shall have at least 5,000 square feet of land area for the exclusive use of the residents of the mobile home located on the space, with a minimum width of 50 feet and a minimum depth of 100 feet. The frontage on the approved roadway and the corner of each space shall be marked, and each lot shall be numbered.
C. 
Yard requirements. Every mobile home park development shall have minimum front, side, and rear yard setbacks of 40 feet. Mobile homes shall not be parked closer than 10 feet from the roadway serving such units. There shall be an open space of at least 20 feet between the sides of adjacent mobile homes.
D. 
Height requirements. No mobile home or building shall exceed one story or 15 feet in height.
E. 
Parking requirements. The following are minimum parking requirements for mobile home parks:
(1) 
Each mobile home space shall have off-street parking space for two automobiles.
(2) 
Each mobile home park shall maintain a hard-surfaced off-street parking lot for guests of occupants of a size equivalent to one space for each five mobile home spaces.
(3) 
Access drives off roads to all parking spaces and mobile home spaces shall be hard-surfaced in bituminous concrete or portland cement concrete designed to accommodate normal traffic.
(4) 
Automobiles shall not be parked nearer than five feet from any side lot line unless combined with a contiguous parking area.
F. 
Utilities. The following minimum requirements for utilities shall be maintained:
(1) 
There shall be no obstructions impeding the inspection of plumbing, electrical facilities, utilities or other related equipment.
(2) 
Garbage, waste and trash disposal plans must be approved by the Building Inspector and must conform to all state and local health and pollution control regulations. Every mobile home unit shall be provided with a substantial flytight, watertight metal garbage depository from which contents shall be removed and disposed of in a sanitary manner by the mobile home park custodian at least twice weekly between May 1 and October 15, and otherwise weekly.
(3) 
The owner of a mobile home park shall pay all required sewer and utility connection fees to the Clerk-Treasurer.
(4) 
Every mobile home space shall be furnished with an electric service outlet. Such outlet shall be equipped with an externally operating switch or fuse on not less than 30 amperes capacity, and a heavy-duty outlet receptacle. Electric outlets shall be weatherproofed, and all power lines and telephone lines shall be underground.
(5) 
Every mobile home park must have City sewer and water service provided to each mobile home unit in the park. No dependent mobile homes shall be permitted in any mobile home park to be located within the City. A dependent mobile home is defined as one not equipped with internal bathroom or shower and toilet facilities.
(6) 
Individual water service connections provided for direct use of a mobile home unit shall be constructed so that they will not be damaged by the parking of such units. Such system shall be adequate to provide 20 pounds per square inch and capable of furnishing a minimum of 125 gallons per day per space. No wells or points will be permitted in a mobile home park in the City limits.
(7) 
Every lot space designed to serve mobile home units shall be provided with sewer connections which shall comply with the State Plumbing Code and the City of Brodhead Sanitary Code. The sewer connections shall be provided with suitable fittings so that watertight connections can be made. Such connections shall be so constructed so that they can be closed when not connected and trapped in such a manner as to be maintained in an odor-free condition.
G. 
Internal streets, sidewalks and lighting. All internal streets, sidewalks and lighting shall meet the following requirements:
(1) 
Streets shall be hard-surfaced with bituminous concrete or portland cement concrete to accommodate the structural requirements in the City streets as approved by the Common Council.
(2) 
Every mobile home space shall abut on an internal street in the park. All streets shall be developed with a roadbed of not less than 30 feet and a street surface of not less than 18 feet. Ancillary parking on one side may be allowed except at parking area entrances if the street is at least 28 feet wide.
(3) 
A thirty-inch portland cement concrete sidewalk shall be built and maintained by the owner providing access to all recreational areas, common use buildings and storage areas and to the public street access.
(4) 
Artificial lights shall be maintained during all hours of darkness in all buildings provided for common facilities for occupants' use. The mobile home park grounds, street and pedestrian areas shall be lighted from sunset to sunrise in accordance with a lighting plan approved by the Common Council.
H. 
Service buildings. Floors of service buildings shall be concrete, tile or similar material impervious to water and easily cleaned and pitched to a floor drain. All liquid wastes from service buildings shall be discharged into a sewer intended for and connected with the public sewer system.
I. 
Recreation areas. All mobile home parks shall have one or more recreational areas which shall be easily accessible to all park residents. Recreational areas shall be so located as to be free of traffic hazards and shall, where the topography permits, be centrally located. The size of such recreational areas shall be a minimum of 10% of the land area of the mobile home park. All equipment installed in such areas shall be owned and maintained by the owner or operator of the mobile home park at his expense.
J. 
Landscaping. The following minimum landscaping requirements shall be maintained in all mobile home parks:
(1) 
Each space shall be properly landscaped with at least one tree. All yards shall be sodded or planted in grass. There shall be a minimum of 20 trees per gross acre in all areas of a mobile home park. Tree, grass, and landscape materials shall be properly maintained and replaced to conform to the approved landscape plans and specifications.
(2) 
A visual screen consisting of a compact hedge, redwood fence, coniferous trees or other approved landscape materials or a screen fencing approved by the Building Inspector shall be installed and maintained around the periphery of the mobile home park to substantially inhibit the eye-level vision from the exterior when adjacent to any R-1, R-2, R-3 or R-4 Residential District and shall be maintained free of rubbish, debris, weeds and paper.
(3) 
All areas shall be landscaped, and the landscape plans shall be approved by the Building Inspector.
All mobile homes shall be placed and leveled on stands consisting of a sixteen-inch by sixteen-inch by four-inch-deep square solid base, minimum, with a double tier of alternately crossed eight-inch block ascending; no I-beam or any portion of the mobile home frame shall rest directly on the concrete block. Wood shimming shall be used. No second or medium grade of concrete block may be used, and all block must be installed with the hollow core in a vertical position. These stands shall be placed with a minimum spacing of eight feet.
A. 
Tie-downs and anchors are required on all mobile homes. Straps and anchoring equipment shall be capable of resisting an allowable working load of not less than 3,150 pounds and capable of withstanding a 50% overload (4,750 pounds) without failure. [Example: Type I Finish B, Grade I steel strapping, 1 1/4 inch wide and 0.035 inch thick conforming with federal specifications. Q-QS781-H is recommended to meet the above load requirements.] Tie-downs and anchors shall be installed as follows:

B. 
All mobile home units have skirts around the entire mobile home made of plastic, fiberglass, or other comparable noncombustible material approved by the Building Inspector and shall be of a permanent color or painted to match the appropriate mobile home so as to enhance the general appearance thereof. Any storage building in a mobile home park shall be anchored.
The owner of a mobile home park shall keep a registration list available to the City or its agents for inspection at reasonable times. All mobile homes shall comply with state and City fire, health and building regulations. Before a mobile home unit may be occupied, the owner must secure the inspection and approval of the Building Inspector regarding compliance with such regulations.
A. 
Requirement. No person shall operate or maintain or offer for public use within the City limits any mobile home park without first applying for and receiving from the City a license so to do or without complying with the regulations contained in this chapter or such regulations as may hereafter be adopted.
B. 
Park license fee; term. The application for a mobile park license or renewal thereof shall be filed with the City Clerk-Treasurer and shall be accompanied by an annual license fee as set by resolution of the Common Council. All such licenses are to expire on the 30th day of June of each year. A fee as set by resolution of the Common Council shall be paid for each transfer of a license upon the approval and consent of the Common Council and signed by the Mayor.[1]

C. 
Contents of application for park license.
(1) 
Every applicant for a license to operate or maintain a mobile home park shall file with the City Clerk-Treasurer a written application stating the name and address of the applicant and the location of the mobile home park. The applicant shall file with his application two sketches or plot drawings to scale showing the exact dimensions and location of the boundaries of the mobile home park. Upon approval of the Council, one plan will be signed by the Mayor and stamped by the Building Inspector and returned with the license permit. The other will be held by the Building Inspector. The application shall also state who is the owner of the land on which the mobile home park is located or is to be located, and if the application is not made by the owner of the land, then a description of or copy of the lease showing the term of the lease shall be filed.
(2) 
The sketch shall also show the location and proposed arrangement of the mobile homes to be placed in said park and also the location of streets, toilets, showers or bath and all other sanitary facilities. The plat shall be considered as an integral part of the application.
(3) 
The application shall also describe the actual or proposed sanitary and storm sewer facilities of the mobile home park and state the maximum number of mobile homes that the mobile home park will accommodate.
D. 
Inspection of parks. Before any mobile park license shall be granted, the Building Inspector, the Chief of Police, Health Officer, Mayor and Council shall make or cause to be made an inspection of the premises for which a license has been applied in order to determine whether the requirements of this chapter have or will be met and the mobile home park will be safe, sanitary and sufficiently attractive so as not to depreciate real estate values in the area. These officials shall have the right and they are hereby empowered to enter upon the premises of any mobile home park operated within the City of Brodhead to inspect the same and all accommodations connected therewith. In applying for a license, express consent is given by the applicant to any such inspection.
E. 
Number of licenses. Not more than one mobile home park license shall be issued for each 2,000 population of the City of Brodhead or fraction thereof as determined by the last official United States census.
F. 
Revocation of license. The mobile home park license is subject to revocation by the Common Council, all as provided in § 66.0435(2)(d), Wis. Stats.
