A. 
Water services are an assembly of components which supply potable water from the Village of Liberty water mains to an individual system user. Services shall be of sizes and materials as appropriate to supply sufficient water volume to the system user.
B. 
The only sizes and components which shall be permitted and the only standards to be applied shall be determined and set by the Village Board by resolution, which may be amended from time to time by resolution of the Village Board.
A. 
Each water service shall have a water meter which measures totalized water flow and will be used as a basis for billing of water use by user from the Village.
B. 
Meters will be furnished and remain property of the Village. The system user shall bear and pay any and all expenses for replacement, repairs or maintenance of the meter due, in whole or in part, to any negligence, recklessness or intentional act on the part of the system user or its employees, agents, guests and/or invitees.
C. 
Only Village Water Department personnel shall install, repair, maintain, remove or interfere with any water meters.
D. 
The system user shall provide adequate space for water meter to be installed on their incoming service line in conditioned space, typically in the basement of a building where the service line enters.
E. 
The system user with services ranging from 3/4 inch to two inches in size shall furnish and install only those components on the incoming service line, prior to any fixtures utilizing the water supply, as determined and set by the Village Board by resolution, which may be amended from time to time by Resolution of the Village Board. Such components shall be furnished and installed by the system user to allow for installation of the water meter by Village DPW personnel. The water meter shall be provided and installed solely by the Water Department of the Village of Liberty.
F. 
No solder connections shall be made upstream of the second ball valve.
G. 
System users with services larger than two inches shall provide connections and provisions for meter installation by Village Water Department utilizing cement-lined ductile iron pipe and connections. Meter location shall be within a conditioned environment provided by the user on the incoming service line, prior to any fixtures being connected to the water supply. The only components which shall be permitted to be used shall be determined and set by the Village Board by resolution, which may be amended from time to time by resolution of the Village Board. The water meter shall be provided and installed solely by the Water Department of the Village of Liberty.
H. 
In the event a conditioned environment for installation of the water meter cannot be provided, the system user may, at the discretion of the Village Water Department provide a precast concrete meter pit for installation of the water meter by Village. The meter pit shall be sized to allow for all components identified previously in this section. The only components which shall be permitted to be used and the standards to be applied shall be determined and set by the Village Board by resolution, which may be amended from time to time by resolution of the Village Board.

All water mains and fittings within the system shall be constructed only of such material(s) as determined and set by the Village Board by resolution, which may be amended from time to time by the Village Board.
B. 
All buried fittings shall be connected and with mechanical joints and restrained with mechanical joint wedge action restraints. The only type of restraints which may be used shall be determined and set by the Village Board by resolution, which may be amended from time to time by the Village Board.
C. 
All water main valves and the standards applicable thereto shall be only as determined and set by the Village Board by resolution, which may be amended from time to time by the Village Board.
D. 
All valves shall be constructed, and the sole valve box to be used, shall be only as determined and set by the Village Board by resolution, which may be amended from time to time by the Village Board.
E. 
Thrust restraints shall be constructed solely in the manner as determined and set by the Village Board by Resolution, which may be amended from time to time by the Village Board.
F. 
New water services larger than two inches in diameter, or new water main sections, may be connected to existing water mains. Connection shall be by either a tapping sleeve and valve assembly, or a cut in tee fitting and valve assembly. Connection shall be at the discretion of the Village Water Department Superintendent.
G. 
Tapping sleeves shall be solely as determined and set by the Village Board by Resolution, which may be amended from time to time by the Village Board.
A. 
Fire hydrants shall be supplied water from a water main with solely such dimensions and using solely those components as determined and set by the Village Board by resolution, which may be amended from time to time by the Village Board.
B. 
A resilient seat gate valve shall be installed between the water main and the hydrant, in such size solely as determined and set by the Village Board by resolution, which may be amended from time to time by the Village Board, to allow for isolation and servicing of the hydrants.
C. 
The Fire hydrants which shall be installed, and the standards applicable thereto, shall be solely as determined and set by the Village Board by resolution, which may be amended from time to time by the Village Board.
D. 
Hydrants shall have additional thrust restraints solely in such size as determined and set by the Village Board by Resolution, which may be amended from time to time by the Village Board.
A. 
The system user shall contact Village of Liberty Water Department Superintendent for technical details of required components for the Village Water System prior to taking any action contemplated by this Article IV.
