The State traffic laws regulating the speed of vehicles shall be applicable upon all streets within the City, except that the City may by ordinance declare and determine that certain speed regulations shall be applicable upon specified streets or in certain areas, in which event it shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so declared when signs are in place giving notice thereof, but no City ordinance shall regulate the speed of vehicles upon controlled access highways of the State.

The Director of Public Works is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from the speeds otherwise applicable within the district or at intersections and shall erect appropriate signs giving notice thereof.

A. 
Any person operating a motor vehicle on any public or private road or street open to the public in the City shall drive the vehicle in a careful and prudent manner and at a rate of speed so as not to endanger the property of another or the life or limb of any person and shall exercise the highest degree of care.
B. 
No person other than the operator of an emergency vehicle on an emergency run shall operate a vehicle in the City at a rate of speed in excess of twenty-five (25) miles per hour on any private or public street or road except where otherwise designated by the City Council from time to time on the Official Traffic Schedule.

A. 
For purposes of this Section, "Keep Kids Alive Drive 25® Special Enforcement Areas" are streets, highways and public or private roads where the speed limit has been established at twenty-five (25) miles per hour and "Keep Kids Alive Drive 25®" signs are posted.
B. 
Upon conviction or a plea of guilty to a moving violation in a Keep Kids Alive Drive 25® Special Enforcement Area, a violator shall pay a fine at least double that set for such violation on the schedule of the Violations Bureau otherwise established, but in no event to exceed one thousand dollars ($1,000.00).
C. 
The City's Director of Public Works is authorized to designate Keep Kids Alive Drive 25® Special Enforcement Areas and post or provide for the posting of appropriate signs on the basis of such engineering and traffic investigation as he or she shall deem appropriate.
D. 
Damage to, defacement or unauthorized removal of signs relating to Keep Kids Alive Drive 25® Special Enforcement Areas shall not relieve a violator of the additional penalty provided by this Section unless the violator is not a resident of Wildwood and has not been within the limits thereof for a continuous period of more than forty-eight (48) hours prior to committing a violation.
