The Department shall manage and coordinate the specification, acquisition, installation and maintenance of all information technology assets and services used by County departments. The Department shall maintain and secure County data, network and technology, and shall provide support, development and project management expertise as it relates to information technology for County departments and employees. It is the responsibility of the Department to develop, maintain and enforce information technology policies, procedures and standards.

A. 
The Department shall be headed by a Director who shall be exempted from the Merit System pursuant to the St. Charles County Charter, Section 7.300 (2014).
B. 
Pursuant to Section 3.601.1 and Section 4.1503 of the St. Charles County Charter, the County Executive shall appoint the Director of Information Systems, subject to approval by the County Council.
C. 
In case of a vacancy in the office of the Director, the vacancy shall be filled in the same manner as an appointment is made. However, the County Executive may appoint an Acting Director pursuant to Section 3.603 of the St. Charles County Charter.

A. 
The Director of the Department of Information Systems shall be responsible for the Department and shall have such duties and powers related to information systems as directed by the County Executive.
B. 
All employees of the Department, excluding the Department Head and those employees occupying highly technical and compensated positions in critical fields excluded from the merit system through County Council's amendment(s) to Section 115.710 OSCCMo, shall be merit employees. All employees of the Department shall be hired, fired, promoted, and disciplined by the Department Head in accordance with the County Personnel Administration Program.

In an effort to provide improved public access to, and greater sharing of, geographic information datasets possessed and maintained by the Department of Information Systems between governmental and public research organizations, the Department may provide an open data platform for its GIS mapping. The platform may provide access to appropriate datasets that are disclosable pursuant to Chapter 610, RSMo., and may be downloaded from the platform by the public and the department shall not charge a fee for such data.
