Pursuant to Section 2.507 of the St. Charles County Charter and the recommendation of the County Executive, the Family Arena is hereby established as a division consisting of an Operations Manager and an appropriate number of County non-merit employees. The Appointing Authority for the Family Arena shall be a department head designated, in writing, by the County Executive.

All employees of the Family Arena, including the Operations Manager, shall be non-merit employees at will. Unless otherwise specified, in writing, by the Appointing Authority for the Family Arena, all employees of the Family Arena other than the Operations Manager shall be hired, fired, promoted and disciplined by the Operations Manager in accordance with the County Personnel Administration Program, but in no event shall merit rules apply to the employment of personnel employed in the Family Arena.

A. 
The Operations Manager shall be known by the working title of Family Arena Operations Manager, shall serve as a division director, and shall report to the Appointing Authority for the Family Arena.
B. 
The Operations Manager shall operate the Family Arena within the guidelines of the County Personnel Administration Program and purchasing policy, however, in no event shall the merit rules apply to any employee of the Family Arena.
C. 
The Operations Manager shall oversee the day-to-day operations of the Family Arena.

Also, former Section 131.040, Appointment of General Manager, Section 131.050, Vacancy in the Office of General Manager, and Section 131.060, General Manager – Powers and Duties, which immediately followed, derived from Ord. No. 01-158 §§4 – 6, 11-29-2001 and Ord. No. 11-067 §1, 7-26-2011, were repealed 12-21-2015 by §4 of Ord. No. 15-122.
