A. 
The Police Department shall charge the following fees for services:
1. 
Five dollars ($5.00) per individual for processing record checks.
2. 
Ten dollars ($10.00) per incident report.
3. 
Thirty-one dollars ($31.00) per list of individuals arrested within the previous thirty (30) days.
4. 
Ten dollars ($10.00) per set of fingerprints for each individual on a single day.
5. 
Ten dollars ($10.00) per photograph (not to exceed 8 inches by 10 inches) of accidents or crime scenes when such photographs are available under the Sunshine Law.
6. 
Ten dollars ($10.00) per Brady Law background check necessary to effect a weapons transfer regulated by the federal government.
Such fees for photographs and incident reports may be waived if the requesting entity is another governmental entity which has waived its fees for requesting governmental entities.

A. 
The Chief of Police shall charge the following nonrefundable user fees:

1. 
For processing initial sex offender registrations required by Section 589.400, RSMo, as amended, a fee of ten dollars ($10.00); and
2. 
For processing changes to already filed sex offender registrations required by Section 589.400, RSMo, as amended, a fee of five dollars ($5.00).
B. 
The fees authorized herein shall be deposited into the County Treasury to be used to directly fund the costs of processing sex offender registrations and changes to them.

A. 
The Chief of Police is authorized to charge a non-refundable user fee of one hundred dollars ($100.00), which charge reflects the actual unfunded costs for the processing of the application for a concealed carry permit. The fee shall be deposited into the County Treasury to be used to directly fund the costs of the issuance of the permits. This fee consists of the components enumerated below and in Subsection (B):
1. 
Internal staff cost for application processing, and inquiry and investigation of the application by Police Department: $51.80.
2. 
Missouri Highway Patrol fingerprint processing: $14.00.
3. 
Federal Bureau of Investigation records processing: $13.25.

4. 
Police Department fingerprint acquisition [per Ord. No. 01-116 (see Section 200.040)]: $10.00.
B. 
In addition to the above user-based fee directly related to the cost of accepting and processing the application for a concealed carry permit, the Chief of Police is authorized to charge a non-refundable user fee of ten dollars and ninety-five cents ($10.95) pursuant to Section 571.101.11, RSMo., for equipment and training related to the application process for a concealed carry permit. This fee shall be deposited to the Police Revolving Fund (Fund No. 263-34200) to be used to directly fund the equipment and training costs related to issuance of the permits.

C. 
The Chief of Police shall charge a non-refundable user fee of ten dollars ($10.00) for the reissuance of a concealed carry permit or a certificate of qualification resulting from lost or destroyed licenses or permits. The fee shall be deposited into the County Treasury to be used to directly fund the costs of the reissuance of lost or destroyed permits.
D. 
The Chief of Police shall charge a non-refundable user fee of ten dollars ($10.00) for processing notices of change, including but not limited to change of address and/or name. The fee shall be deposited into the County Treasury to be used to directly fund the costs of the reissuance of permits due to changed information.
E. 
The Chief of Police shall charge a non-refundable user fee of fifty dollars ($50.00) for renewal application processing, inquiry and investigation of the renewal application. The fee shall be deposited into the County Treasury to be used to directly fund the costs of renewal application processing, inquiry and investigation of the renewal application.
F. 
The Chief of Police shall charge a non-refundable late fee of ten dollars ($10.00) per month for each month the concealed carry permit or certificate of qualification is expired up to six (6) months to renewal applicants who fail to file a renewal application on or before the permit's or certificate's expiration date. The fee shall be deposited into the County Treasury to be used to directly fund the costs of processing the renewal application.
G. 
The Chief of Police shall charge a non-refundable late fee of ten dollars ($10.00) per month for each month up to six (6) months and not to exceed sixty dollars ($60.00) for failure by a person holding a concealed carry permit or endorsement to notify the Chief of Police of any change in that person's name or address within thirty (30) days of that change.
H. 
The Chief of Police shall charge an annual non-refundable user fee of ten dollars ($10.00) for each firearms safety instructor qualified under Section 571.111.5, RSMo, who resides in St. Charles County and who chooses to submit a copy of a training instructor certificate, course outline bearing notarized signature of instructor, and recent photograph of himself or herself. The Chief of Police shall retain a database of qualified instructors. This information shall be a closed record except for access by any Sheriff. The fee shall be deposited into the County Treasury to be used to directly fund the costs of processing firearms safety instructor information.
