A.
The County
shall not grant any easement, nor allow the use of any County owned
easement or right-of-way, for the laying of a high pressure pipeline
unless such easement is a minimum of fifty (50) feet in width.
B.
The County
shall not grant any easement, nor allow the use of any County owned
easement or right-of-way, for the laying of a high pressure pipeline
unless such pipeline is buried a minimum of four feet (forty-eight
(48) inches) below grade.

A.
Beginning
no later than January 1, 2005, each operator of a high pressure pipeline
in St. Charles County shall submit copies of any accident reports
and supplemental reports (if any) relating to high pressure pipelines
located in St. Charles County to the Director of the Division of Emergency
Management or such other person as shall be designated by the County
Executive at the same time such reports are submitted to the United
States Department of Transportation.
B.
Beginning
no later than January 1, 2005, each operator of a high pressure pipeline
in St. Charles County shall give telephonic notice as soon as practicable
to the St. Charles County Director of Emergency Management or such
other person as shall be designated by the County Executive with respect
to any pipeline accidents relating to high pressure pipelines within
St. Charles County that must be reported to the United States Department
of Transportation under Section 195.52 of the United States Code of
Federal Regulations.
C.
If the
United States Department of Transportation investigates an accident
relating to high pressure pipelines located in St. Charles County,
the operator involved shall submit copies of any documents submitted
to the Department relating to high pressure pipelines located in St.
Charles County to the Director of the Division of Emergency Management
or such other person as shall be designated by the County Executive
at the same time such reports are submitted to the United States Department
of Transportation.
