The Board of Aldermen shall elect a Clerk for such Board, to be known as "the City Clerk", whose duties and term of office shall be fixed by ordinance. Among other things, the City Clerk shall keep a journal of the proceedings of the Board of Aldermen. He/she shall safely and properly keep all the records and papers belonging to the City which may be entrusted to his/her care; he/she shall be the general accountant of the City; he/she is hereby empowered to administer official oaths and oaths to persons certifying to demands or claims against the City.

A.
The City Clerk shall be the custodian of the City Seal and all public records and ordinances of said City, and all other papers and documents belonging to said City. The seal of said City shall be by said Clerk affixed to all instruments, papers and documents as required by law or ordinance.
B.
The Clerk shall prepare all papers, instruments, ordinances, documents required by said Mayor and Board of Aldermen, except those pertaining to legal business or proceedings requiring the skill of a lawyer; further, to furnish certified copies of all records and papers when required by the Mayor or Board of Aldermen, and as required by law; to keep a full, complete record of all meetings and proceedings of the Board of Aldermen in a well bound book provided for that purpose at the expense of the City, and a record of all ordinances and resolutions offered and passed by the Board, including the record of the vote thereon; said Clerk shall be present at all meetings of the Board as far as possible.
C.
He/she shall keep in a safe and secure place all bonds of the City Officers and not permit any papers, documents or records to be removed from his/her office, except by some officer of the City lawfully entitled thereto, and shall take receipts from all such officers for such papers, books, or documents.
D.
The Clerk is empowered and authorized to administer official oaths, oaths to all persons filing papers with said City and to keep a full and complete record of all bonds issued by said City and all bonds executed to said City by any person, firm or corporation.
E.
The City Clerk shall keep a record of all meetings of the Board of Aldermen showing the vote on each proposition and the resolution or ordinance coming before said Board, to keep a complete record of all licenses collected by said City.
F.
The Clerk shall further keep all the reports of the various City Officers.
G.
He/she shall further attest all warrants ordered on the City Treasury and when signed by the Mayor, attach the City's official seal to such warrants.
H.
At the expiration of his/her term of office, such Clerk shall deliver to the successor when duly qualified or to the Board of Aldermen when required by them all books, papers and property appertaining to the Clerk's office.
I.
The Clerk shall further issue the licenses as herein provided for by ordinance, and shall account to the Board of Aldermen when required for all money paid to him/her from any source whatsoever.
