[Adopted 3-24-1975 (Ch. 20, Art. III, of the 1965 Code)]
The Town of Lewiston, pursuant to the authority of § 243 of the New York State General Municipal Law, hereby establishes the Town of Lewiston Recreation Commission, hereinafter referred to as the "Commission."
A. 
The Commission shall consist of seven persons, who are residents of the Town of Lewiston appointed by the Lewiston Town Board. The members of the Commission first appointed shall be appointed for such terms that the term of one Commissioner shall expire annually thereafter, and their successors shall thereafter be appointed to serve terms of years which shall total in number the membership of such Commissioners. Members of the Commission shall serve without pay. Vacancies in the Commission occurring otherwise than by expiration of term shall be for the unexpired term and shall be filled by appointment of the Lewiston Town Board.
B. 
The members of the Commission shall elect from their own number a Chairman and Secretary and other necessary officers to serve for one year, and may employ such persons as may be needed as authorized by the New York State General Municipal Law.
The powers and duties of the Commission are as follows:
A. 
To establish and adopt rules of procedure for the conduct of all business within its jurisdiction.
B. 
To respond to the recreational needs of the community by creating, adopting and coordinating all recreation programs in the Town of Lewiston.
C. 
To formulate an annual recreation budget and present it to the Town Board on or before the first day of September in the year immediately preceding the budget year.
D. 
To make an annual operations report to the Town Board at its first meeting in May of each year. Said report shall contain that year's recreation activities, including programs reports, attendance, expenditures, etc.
E. 
To represent the Town of Lewiston as members of any joint recreation commission established by the Town.
A. 
The Commission shall employ the Town of Lewiston Director of Recreation, hereinafter referred to as the "Director."
B. 
Appointment and term. The Director shall be appointed by the Commission on or before January 1 of each year. He shall be a resident of the Town of Lewiston and shall serve a period of one year at a salary fixed by the Town Board.
C. 
Powers and duties. The powers and duties of the Director shall be as follows:
(1) 
The Director shall be directly responsible to the Commission for the execution of the policies and programs formulated by the Commission.
(2) 
The Director shall appear before the Town Board at least quarterly to report the functioning of recreational activities.
