The Sikeston Housing Authority was established and shall remain in effect as a municipal corporation under State law with Federal contracts to provide decent, safe and sanitary non-luxurious housing at an affordable cost to low income families and individuals.

A. 
The Council shall appoint five (5) persons who shall be taxpayers who have resided in the area of operation thereof for five (5) years prior to their appointment.
B. 
Commissioners, upon their appointment and qualification, shall be appointed as aforesaid for a term of office for four (4) years commencing on the first (1st) Monday in October of each year. All vacancies shall be filled for an unexpired term.
C. 
The Commissioners of an Authority shall elect a Chairman and Vice Chairman. The Authority may employ an executive director, technical experts and such other officers, agents and employees, permanent and temporary, as it may require.

A quorum of three (3) voting members shall be present for the purpose of conducting business and exercising the powers of the Authority and for all other purposes.

A Commissioner of the Authority shall receive no compensation for his/her services, but shall be entitled to the necessary expense, including travel expenses, incurred in the discharge of his/her duties.

The Authority shall constitute a public body corporate and politic, exercising public and essential governmental functions, having all the powers necessary to carry out the purposes and provisions of Chapter 99, RSMo., as amended, pertaining to this body.
