[R.O. 2009 § 12.04.010; Prior Code § 8-101]
All persons are required to keep the sidewalks in front of or adjacent to the property or premises owned or occupied by them or under their control within the City in a state of repair so as to render them in a condition safe to walk upon and smooth and even of surface in all respects. The City may enter into private contracts with citizens for the repair and/or replacement of defective sidewalks.

Sidewalks may be constructed by contract to be paid for by special tax bills in accordance with the provisions of the laws of the State, if they are required to be so built.

The construction and/or repair of streets and sidewalks shall be in full compliance with the specifications prescribed by the City Engineer.

A. 
The City Council shall from time to time provide for the repairing, surfacing and resurfacing of streets, alleys and public places within the City and shall provide that the cost thereof shall be paid wholly or in part by special tax bills assessed against the properties benefited.
B. 
When property owners of the City desire to petition the City Council under this Section for the resurface or repair of streets and/or alleys adjoining their property and the repair or resurface is to be paid in whole or in part by special tax bills assessed against the properties benefited, the property owners shall be required to petition the Council on the petition form made a part of this Chapter as "Exhibit A", which is on file in the City offices, and incorporated herein by reference.
