There is hereby established an Arts Council that is an entity of the Village of Mamaroneck, which is also referred to as the "Village of Mamaroneck Arts Council" (a.k.a. "VOMAC"). Said Council will promote a close working relationship among all groups in the area.
The Council's purpose shall be to promote the performing and cultural arts within the Village. It shall seek to foster and attract to the Village entertainment on as many different levels and in as many different fields as possible. It shall have the power to raise monetary support for programs from the public at large, and such funds may not be used by the Village for purposes other than for the furtherance of the Council's program. Additional programming funds may be raised from the public through voluntary contributions or through admission charges. All funds shall be collected in the name of the Village of Mamaroneck through the Clerk-Treasurer. No solicitation of funds by the Village of Mamaroneck Arts Council from the public, other than admission charges, shall be conducted without prior approval by the Board of Trustees.
Programs will be aimed at providing educational entertainment on three levels: amateur, semiprofessional and professional. The programs will be free to the public whenever possible. Admission charges may be made for performances.
There will be a close working relationship between the Council and all groups in the area.
A. 
The Council shall consist of a Chairperson and eight Council members to be appointed by the Board of Trustees.

B. 
The Council members shall be appointed for three-year terms, except that, in the event that the number of members is expanded so as to exceed five members, any members appointed over and above the first five may, at the time of appointment, be appointed to serve terms less than three years so that no more than three terms shall expire in the same year. Thereafter, each term shall be three years.
C. 
The Council shall annually elect, from its own members, a Chairperson and a Vice Chairperson. Any vacancy in the Council shall be filled for the unexpired term in the same manner in which the original appointment was made.

The Council will comply with the requirements of the Open Meetings Law of the State of New York (Public Officers Law § 100 et seq.), even if that law does not apply because the Council is acting in an advisory capacity.
