PREAMBLE: We the people of St. Charles County, Missouri, establish and adopt this Charter as the fundamental law of County Government for the purpose of securing the benefits of home rule and greater self-determination, and perfecting the structure of Government to insure that it is just, orderly, efficient and responsible to the people.
