a.
Regular Elections. The regular city election shall
be held on the Municipal election day in April in each year.
b.
Special Elections. The council may by ordinance
order special elections, fix the time for such elections, and provide
for holding such elections.
c.
Conduct of Elections. All city elections shall be
governed by the provisions of this charter and of applicable state
law. The council, by ordinance, may further regulate elections, subject
to the provisions of the charter and applicable state law.
a.
Declaration of Candidacy. Nomination of candidates
for election to elective city offices shall be made by declaration
of candidacy filed with the clerk in the form and manner prescribed
by ordinance.
b.
Primary Elections. A nonpartisan primary election
shall be held if there are more than two (2) candidates for nomination
to a city office.
c.
Regulation by Council. Nothing contained in this
charter shall prevent the council from further regulating the conduct
of nominations and elections consistent with the provisions of this
charter and applicable state laws.
Every voter shall be entitled to vote for as many candidates
for council members at-large as there are members at-large to be elected
to the council and to vote for one (1) candidate for ward council
member to represent the ward in which the voter resides.
