Every owner, occupant or person who owns or occupies any building within the City shall establish a solid waste collection program providing for collection of solid waste from the premises not less than one (1) time per week. The collectors of such solid waste shall be only those who are licensed by the City as provided in this Article. Such agreement with the solid waste collectors shall provide for the removal of all residential trash, garbage, commercial trash and garbage, bulky rubbish, tree limbs and yard waste.

All solid waste collected shall, upon being loaded into transportation equipment, become the property of the collector.

A. 
Tree limbs and yard wastes, as described in Section 230.180, shall be placed at the curb for collection. Solid waste containers for the storage of other residential solid waste shall also be placed in the curb for collection. Any solid waste containers, tree limbs, yard wastes or other solid waste permitted to be placed at the curb for collection shall not be so placed until the regularly scheduled collection day.
B. 
In residential areas, the solid waste container shall be permitted to be located at the curb for a time duration not to exceed twenty-four (24) hours prior to the time of collection. All containers shall be removed from the curb within twenty-four (24) hours of the time of collection.
C. 
No trash, yard waste, debris, refuse, garbage, litter, rubbish, junk or any other waste materials shall be stored, deposited or placed at the street curb at any time during the week, except on the day of trash collection as defined above.
D. 
Penalties for each and every violation of this Section of the Ste. Genevieve Municipal Code shall be not less than twenty-five dollars ($25.00). Each day shall constitute a separate violation. However, no penalties or fines shall be due for violations of the Section which occur during a week with a holiday.

Solid waste collectors are hereby authorized to lawfully enter upon private property of their customers for the purpose of collecting solid waste therefrom. Solid waste collectors shall not enter dwelling units or other residential buildings for the purpose of collecting residential solid waste. Commercial solid waste may be removed from within commercial establishments only upon written request of the owner and approval by the City Administrator.

Residential solid waste containers shall be stored upon the residential premises. Commercial solid waste containers shall be stored upon private property, unless the owner shall have been granted written permission from the City to use public property for such purposes. The storage site shall be well drained and fully accessible to collection equipment, public health personnel and fire inspection personnel.

Solid waste collectors shall be responsible for the collection of solid waste from the point of collection to the transportation vehicle provided the solid waste was stored in compliance with Sections 230.150 to 230.190. Any spillage or blowing litter caused as a result of the duties of the solid waste collector shall be collected and placed in the transportation vehicle by the solid waste collector.
