(a) For township approval of paving plans, the applicant shall furnish
to the township department of public works a detailed estimate of
cost and two sets of plans, including a general plan, and specifications.
The department of public works shall collect the review fee and refer
the plans to the township engineer who shall check the estimate and
review the plans for conformity to standards set forth in this article,
after which the engineer shall comment on the plans conformity with
township standards and accepted engineering practices. The applicant
after making any changes requested on the plans, shall then submit
nine sets of plans to the township engineer for final approval. The
township engineer shall then review these revised plans for conformity
to the comments mentioned on the first review and if properly made,
will retain four copies for the township's records and return five
approved copies to the applicant. The road commission of the county
and the state department of transportation, where applicable, approval
of all work within their rights-of-way is required prior to township
engineer approval.
(b) Prior to the beginning of house or building construction the developer
shall install all curb and gutter.

(a) Public roads under the jurisdiction of the Macomb County Department
of Roads (MCDoR) or Michigan Department of Transportation (MDOT) shall
be designed and constructed in accordance with the requirements of
those government agencies. Approaches to any sites from roads under
the jurisdiction of the MCDoR or MDOT shall be designed in accordance
with the requirements of those governmental agencies. Approval of
these improvements by those agencies must be obtained and furnished
to the Township prior to Township approval of the paving. Passing
lanes and acceleration/deceleration lanes must be constructed on connections
to all paved roads under MCDoR or MDOT standards, if required by the
Township Planning Commission or any other governmental agency.
(b) Private roads shall be permitted only after approval of the Township
Planning Commission. In multiple-family developments, all driving
lanes (including through parking areas) shall be a minimum of 24 feet
wide. Where maneuvering lane pavement widths are less than 28 feet,
they shall be posted as "no parking." The design and configuration
of the private roads shall meet the requirements of the MCDoR with
pavement thickness that meets the current Township paving standards/specifications.
Edge drain and proper drainage shall be installed along the entire
length of private roads. Alternate pavement designs will be considered
when the proposed pavement section provides the same structural number
and life expectancy and is signed and sealed by a licensed professional
engineer and accompanied by design calculations and soil borings.
No reduction in paving section standards will be considered due to
subgrade conditions.
(c) Rehabilitation of existing parking lots and private roads.
Rehabilitation of existing parking lots and private roads will
require the owner to schedule a meeting with the Township Technical
Review Committee to discuss the scope of the proposed rehabilitation
work. The Committee will consist of representatives of the Supervisor's
Office, Building Department, Township Consulting Engineer, Planning
and Zoning Department, DPW Department, Fire Department, and a representative
of the Township Planning Commission. A minimum of three members of
the Committee shall be authorized to review and consider the proposed
rehabilitation work. The Committee will evaluate the scope of the
work and determine whether the rehabilitation is minor in nature.
If the Township Committee determines that the scope of the work
is minor, the owner will be responsible for the rehabilitation work
means and methods, and no further Township approvals will be required.
In the event the Committee determines that the scope of the work exceeds
minor modification parameters, then the owner shall prepare engineering
drawings that meet Township ordinances and standards and submit the
drawings to the Township for review and approval. Inspection by the
Township will also be required for the work. Any modifications to
the site plan, other than those deemed subject to administrative approval,
shall require Planning Commission approval.
(d) New parking areas and drives shall be paved in accordance with Township
paving standards/specifications.
(e) All paved areas shall have concrete curbs adjacent to sidewalks and
lawn areas. Bumper blocks shall not be allowed.
(f) For design purposes, use a minimum grade of 0.5%. Provide vertical
curves when a change in grade of 2% or more occurs. A grade in excess
of 5% will not be allowed, except in special circumstances. Street
signs and any other traffic regulatory or informational signs required
should be indicated on the plans to be provided by the paving contractor
as part of his contract.
(g) At all intersections there shall be allowance for a minimum of a
0.3 foot drop in elevation around the curb return.
(h) On the paving plans, the finished easement locations shall be indicated.
(i) Curve data for all curves shall be indicated.
(j) Finished grades of all structures shall be indicated. The top of
curb grade and elevation shall be indicated on the plan or profile.
(k) The Superintendent of the Township Public Works Department may approve
curb cuts to allow for flexibility in engineering design or to facilitate
maintenance (i.e., drainage, snow removal).
