The Board of Aldermen shall elect a Clerk for such Board, to be known as "the City Clerk," whose duties are described in this Article and whose term of office shall not be for a specific term, but upon election shall serve at the pleasure of the Board of Aldermen. Among other things, the City Clerk shall keep a journal of the proceedings of the Board of Aldermen. He/she shall safely and properly keep all the records and papers belonging to the City which may be entrusted to his/her care; he/she shall be the general accountant of the City; he/she is hereby empowered to administer official oaths and oaths to persons certifying to demands or claims against the City.

The City Clerk shall be at least twenty-one (21) years of age.

Within fifteen (15) days after his/her appointment, and before entering upon the discharge of the duties of his/her office, the City Clerk shall be covered by a general liability bond provided by the City, conditioned that he/she will faithfully perform all the duties of his/her office as required by the laws of the State governing this City and by this Code or other ordinances of the City, and that he/she will account for and promptly pay over all money coming into his/her possession that belongs to the City, at the time and in the manner provided by law.

A. 
The City Clerk shall, in addition to other duties which are or may be required of him/her by this Code or other ordinance, attend all meetings of the Board of Aldermen.

He/she shall have the custody of the books, records, papers and documents belonging to the City.
2. 
He/she shall prepare all certificates of election or appointment of the City Officers, and deliver the same to the persons elected or appointed.
3. 
He/she shall keep a record of the certificates, oath and bonds of all the City Officers.
4. 
He/she shall keep an index of the records of the proceedings of the Board of Aldermen.
5. 
To fulfill such other duties as may be assigned to him/her by the Mayor or Board of Aldermen.
