No person shall own, keep or harbor any animal over the age of six (6) months within the City, unless such animal is licensed as provided in this Chapter; provided however, that the licensing requirement of this Section shall not apply to any animal belonging to a non-resident of the City and kept within the City for not longer than thirty (30) days, provided all such animals at all times, while in the City, be kept within a building, enclosure, or vehicle or be under restraint by the owner.

Written application for an animal license shall be made at the office of the City Clerk or to such agents as he/she may designate for such purpose. Such application shall state the name and address of the owner and the name, breed, color, age and sex of the animal.

The yearly fee for an animal license shall be two dollars ($2.00). Every person engaged in the commercial business of buying, selling, breeding or boarding, and who owns, harbors or keeps three (3) or more animals in a kennel, shall pay an annual license fee of ten dollars ($10.00); provided however, that any person operating such kennel may elect to license individual animals as provided in this Section. The fee provided for above shall be paid at the time of making application for the license and a numbered receipt therefore shall be given the applicant.

Applications for licenses under this Section may be prior to and for thirty (30) days after the start of the licensing year without penalty, but when application is made after thirty (30) days of the licensing year have elapsed, the applicant shall be assessed a penalty for fifty percent (50%) of the license fee, which amount shall be added and collected with the regular license fee; provided however, that if the kennel did not become subject to licensing until after the start of the licensing year, then no penalty shall be assessed.

All animal licenses and kennel licenses issued under this Section shall be issued for one (1) year beginning with the first (1st) day of July.

If there is a change in ownership of an animal or kennel during the license year, the new owner may have the current license transferred to his/her name upon the payment of a transfer fee of two dollars ($2.00).

No person shall use a license receipt issued under this Article for any animal other than the one for which it was issued.

Upon complying with all applicable provisions of this Chapter, there shall be issued to the owner a numbered metallic tag, stamped with the number and the year for which issued.

The shape or design of the tag issued under the preceding Section may be changed from year to year.

Every owner is required to see that the tag issued under this Section is securely fastened to the animal's choke chain, collar or harness and worn by the animal at all times.

In the event that the license tag issued for an animal under this Section is lost, the owner may obtain a duplicate tag upon the payment of fifty cents ($.50).

Animal license tags may be purchased in lots of ten (10) or more, at a discount of ten percent (10%), by any duly licensed veterinarian authorized by the City Clerk to do so. Any person required under the terms of this Section to purchase an animal license may purchase it from any such veterinarian; provided however, that no such veterinarian shall issue any license unless the animal for which it is issued shall have been inoculated against rabies by him/her at the time of issuance of such license, or the owner shall exhibit a current certificate from a duly licensed veterinarian that such animal has been inoculated against rabies.

For the purpose of enforcing the provisions of this Chapter, Police Officers are hereby empowered to enter upon any premises upon which an animal is kept or harbored and demand the exhibition, by the owner of such animal or the license for such animal.

The owner of every animal over six (6) months of age shall have such animal inoculated or immunized against rabies.
