There is hereby imposed a service charge of thirty dollars ($30.00) for each check which has been delivered to the City of Chaffee or any of its departments wherein the check has not been paid by the drawee bank and has been returned to the City of Chaffee dishonored and/or unpaid. The service charge amount for each such unpaid and returned check is hereby established in the amount of thirty dollars ($30.00) for each such check.

A. 
The directrix or datum plane, from which all grades of streets and alleys in said City shall be made, shall cross cut in the top of the iron sill in the southwest corner of the First National Bank located at the northeast corner of Yoakum Avenue and Main Street. The elevation of said directrix or datum plane shall be established as 100.00.
B. 
The following grade is hereby established as the permanent grade for Yoakum Avenue from the center of Frisco Street to the east side of Circle Park:
The grade at the intersection of Yoakum Avenue and Frisco Street shall be 105.20; at a point three hundred ten (310) feet west from the centerline of Frisco Street, the grade shall be 103.00; at a point four hundred fifteen (415) feet west from the centerline of Frisco Street, the grade shall be 101.10; at a point eight hundred eighty (880) feet west from the centerline of Frisco Street, the grade shall be 99.50; at a point nine hundred sixty (960) feet west of the centerline of Frisco Street, the grade shall be 99.50; at a point one thousand one hundred (1,100) feet west of the centerline of Frisco Street, the grade shall be 100.00; at a point one thousand five hundred forty (1,540) feet west of the centerline of Frisco Street, the grade shall be 98.30; at a point one thousand six hundred forty (1,640) feet west of the centerline of Frisco Street, the grade shall be 98; at a point two thousand one hundred eighty (2,180) feet west of the centerline of Frisco Street, said point being the east side of Circle Park, the grade shall be 96.80.
C. 
The following grade is hereby established as the permanent grade for Main Street from the center of Helen Avenue to the south line of Parker Avenue:
The grade at the intersection of Main Street and Helen Avenue shall be 93.90; at a point six hundred eighty-two (682) feet south of the centerline of Helen Avenue, the grade shall be 95.80; at a point seven hundred forty-two (742) feet south of the centerline of Helen Avenue, the grade shall be 96.70; at a point one thousand eight hundred (1,800) feet south of the centerline of Helen Avenue, said point being the center of Davidson Avenue, the grade shall be 100.90; at a point two thousand one hundred eighty-six (2,186) feet south of the centerline of Helen Avenue, the grade shall be 103.20.
