It is hereby declared unlawful for any person, firm or corporation to obstruct in any manner whatsoever the free passage or use of any public street, sidewalk, gutter or public right-of-way, or to maintain any such obstruction that is hereafter brought into being, except as to the public utilities and permittees which have been granted franchises or permitted to so construct and maintain such obstructions in the City, and as to the City in its governmental capacity.

A. 
All persons engaged in the business of furnishing service by overhead wire in the City, on the request of any person, shall remove or raise or lower their wires or cables temporarily to permit the moving of houses or other bulky structures. The expense of such temporary removal, raising or lowering of wires shall be paid by the party requesting such removal, raising or lowering of wires, and payment in advance may be required. Not less than forty-eight (48) hours' advance notice shall be given to arrange for such temporary wire changes.
B. 
The right is hereby granted to all such persons mentioned in Subsection (A) of this Section to trim trees, brush or hedges upon and overhanging the streets, alleys, sidewalks and public places of the City, so as to prevent such foliage from coming in contact with wires and cables, all of the trimming to be done under the supervision and direction of the Governing Body of the City or of any City Official to whom the duties have been or may be delegated.
C. 
If poles, wires or cables are located within public streets alleys, sidewalks, public places, rights-of-way or easements and the City requires such poles, wires or cables to be removed or relocated, then such removal or relocation shall be at the expense of the person who owns the poles, wires or cables.
