That under the authority of Section 64.330, RSMo., there be and is hereby created a Board of Park Commissioners in the County of Jefferson, Missouri. The members of the Commission shall be appointed by the County Executive with the advice and consent of the County Council of Jefferson County. The Board of Park Commissioners shall consist of at least five (5) members but not more than seven (7) members who are citizens of Jefferson County. One (1) member may be an engineer or landscape gardener. No member of County Government shall be a member of the Board of Park Commissioners.

A. 
Each Commissioner of the Board of Park Commissioners appointment shall be for a period of four (4) years. Appointment by the County Executive with the advice and consent of the County Council shall be as follows:
1. 
The initial Commission shall be composed of seven (7) members with the following terms: two (2) members for four (4) years, two (2) members for three (3) years, two (2) members for two (2) years and one (1) member for one (1) year.
2. 
The term of appointment shall begin October 31, 1995. As each appointment expires, the County Council shall fill the vacancy for a four (4) year term.
3. 
The members of the Board of Park Commissioners may be removed from the Commission as follows:
a. 
By the County Council for misconduct or neglect of duty;
b. 
Resignation in written form; or
c. 
By missing three (3) consecutive meetings or any six (6) meetings within a twelve (12) month period.
4. 
Vacancies shall be filled in a like manner as originally appointed except that the term of appointment is restricted to the unexpired term.
5. 
Each member of the Board of Park Commissioners shall not receive compensation.
6. 
If the Jefferson County Executive fails to appoint or re-appoint a position by March first (1st), the individual previously appointed to the Commission shall serve a full term starting from October thirty-first (31st) of the previous year.

A. 
The Board of Park Commissioners shall immediately after their appointment, meet and organize by election of officers:
President
Vice President
Secretary
B. 
The Board of Park Commissioners shall make and adopt such by-laws, rules and regulations for its own guidance and proceedings as may be expedient, not inconsistent with this order and with Section 64.330, RSMo., and any other applicable law.

A. 
The Board of Park Commissioners shall:
1. 
Evaluate all existing facilities, programs and equipment under the authority of the Jefferson County Parks and Recreation Department.
2. 
Make an inventory of all available leisure and recreational facilities available to the public. The areas are to include public, private and not-for-profit facilities and programs.
3. 
Survey and make plans for the development and maintenance of facilities and activities for an adequate County Parks and Recreation System.
4. 
Make recommendations to the County Executive as to the direction of the Department.
5. 
Suggest proposed expenditures to the Director of the Department for budget preparation.
6. 
Advise the Director of the Department of the views of the community.
7. 
Perform the function as a promoter of Department activities and functions.
8. 
Recommend policies affecting the actions and functions of the Department.
9. 
Develop a Five Year Master Plan that is reviewed and revised every five (5) years.
10. 
Develop an annual plan that will lead to the obtainment of the goals and objectives defined in the Master Plan.
11. 
Evaluate the actions of the Department on an annual basis.
