No Jefferson County department, agency, officer, official or employee shall issue a permit or license including, but not limited to, liquor licenses, merchant's licenses, business licenses, trade licenses issued pursuant to the Jefferson County Building Code, or any other license or permit authorized by law to be issued by Jefferson County unless the applicant for said license or permit provides proof that neither the applicant nor the property owner, where applicable, owes delinquent real or personal property taxes to Jefferson County. The applicant for said license or permit and the property owner, where applicable, may be required to provide proof in the form of an original paid tax receipt issued by the Jefferson County Collector or a statement obtained from the Jefferson County Assessor that the applicant does not own any real or personal property in Jefferson County.

No person shall be eligible for appointment to any County board or commission until they provide proof that the applicant does not owe delinquent real or personal property taxes to Jefferson County. The applicant for said County board or commission may be required to provide proof in the form of an original paid tax receipt issued by the Jefferson County Collector or a statement obtained from the Jefferson County Assessor that the applicant does not own any real or personal property in Jefferson County.

No applications for rezoning or other development related activities shall be accepted until the applicant provides proof that neither the applicant nor the property owner, where applicable, owes delinquent real or personal property taxes to Jefferson County. The applicant and the property owner, where applicable, may be required to provide proof in the form of an original paid tax receipt issued by the Jefferson County Collector or a statement obtained from the Jefferson County Assessor that the applicant does not owe any real or personal property in Jefferson County.

No bid or proposal shall be awarded by Jefferson County unless the prospective bidder provides proof that the bidder does not owe delinquent real or personal property taxes to Jefferson County. The prospective bidder may be required to provide proof in the form of an original paid tax receipt issued by the Jefferson County Collector or a statement obtained from the Jefferson County Assessor that the applicant does not own any real or personal property in Jefferson County. This Section shall not apply to the award of bids for projects which are funded in whole or in part by Federal funds.

Any license, permit or other matter issued by a Jefferson County department, agency, officer, official or employee in violation of this Chapter shall be deemed void ab initio.

The requirements of this Chapter shall not apply to redemption of animals, adoption of animals or the licensing of animals by the Jefferson County Animal Control Division. Nor shall the requirements of this Chapter apply to permits required and issued pursuant to the Jefferson County Building Code for single-family residential construction, renovation or rehabilitation; deeds exempted by the Planning Division; or driveway and utility permits issued by the Department of Public Works.

The terms "applicant", "property owner" and "bidder", as used in this Chapter, shall mean the applicant, property owner, bidder and/or any business, trade name or fictitious name with which the applicant, property owner or bidder is affiliated or under which the applicant, property owner or bidder conducts business.
