The inhabitants of the City of Parkville, as its limits now are, or may hereafter be, defined by law, shall be and continue a body corporation by name, "The City of Parkville", and as such shall have all powers granted to it by the State of Missouri. Said City having been established by an election called on the 4th day of March, 1890 by authority of the then Board of Trustees of the City of Parkville.

The officers of the City of Parkville shall consist of a Mayor, Board of Aldermen, Collector, Police Chief, City Clerk, City Attorney, Municipal Judge, Police Officers, Director of Public Works, and such other officers as may be appointed from time to time, and shall possess all of the qualifications as prescribed by the statutes of the State of Missouri. All officers of said City shall be elected in accordance with the ordinances of this City and the statutes of the State of Missouri. Any vacancies of said office shall be filled as prescribed by said ordinances or statutes.

Every officer of the City, elective or appointive, before entering upon the duties of his office, shall take and subscribe to an oath or affirmation before a proper officer, that he possesses all the qualifications prescribed for his office by law, that he will support the Constitution of the United States and of the State of Missouri, the provisions of laws of this State affecting cities of the fourth class, and the ordinances of the City, and faithfully demean himself while in office; which official oath or affirmation shall be filed with the City Clerk.

The City Clerk, Collector, Chief of Police and such other officials of this City as required by the Board of Aldermen from time to time shall within fifteen (15) days after his election give bond to the City in such sum and with such sureties as may be required by the Board of Aldermen, but said bond shall be in the sum of at least five thousand dollars ($5,000.00). The City shall pay for any expense of such bond.

Upon said bond and oath being filed with the City Clerk, he shall deliver to the person elected or appointed a commission in the name of and signed by the Mayor, under the Seal of the City, authorizing and empowering such person therein named for the time for which he is elected or appointed, and until his successor shall have been elected or appointed and commissioned.

If any person elected or appointed to any office shall fail to take and subscribe such oath or affirmation, or shall fail to give bond as herein required, his office shall be deemed vacant. For any breach of the conditions of any such bond, suit may be instituted thereon by the City, or by any person in the name of the City to the use of such person.

Every officer, whether elective or appointive, shall at all times when required, submit all books and papers of his office to the inspection of the Mayor, members of the Board of Aldermen, City Attorney, or any other person authorized to inspect them.

Any outgoing officer shall upon vacating his office, either by reason of termination of his term of office, by resignation, ouster, or from any other cause, deliver over to his successor or to the Mayor, all books, papers, furniture, and other things appertaining to his office.

Reports of officers, required by ordinance, shall be filed with the City Clerk and retained and preserved by said City Clerk as a permanent record of the City.

Any officer of the City who shall refuse or wilfully and intentionally fail or neglect to perform any duty enjoined upon him by law or ordinance of this City, or shall in the discharge of his official duties be guilty of any fraud, extortion, wilful wrong or injustice, shall be deemed guilty of a misdemeanor, and upon conviction thereof be fined in a sum not exceeding one hundred dollars ($100.00), to be collected as other fines, and may be removed from office by the procedure as set forth in Section 79.240 of the Missouri Revised Statutes of 1949.

The Seal of the City of Parkville shall be circular in form, one and seven-eights (1 7/8) inches in diameter, with the words, "Platte County, Missouri" engraved across the face thereof, and the words, "Seal of the City of Parkville" engraved on the face thereof, and near the outer edge of said Seal, and the same is hereby declared to be adopted as the Seal of the City of Parkville.

The City Clerk shall be the keeper of the common Seal of the City of Parkville, and any impression of said Seal to any contract or other writing shall have no validity or binding obligation upon the City unless such impression be accompanied by the attestation and signature of the City Clerk, and then only in cases authorized by law or the ordinances of this City.

A. 
The Board of Aldermen shall divide the City of Parkville into four (4) wards by ordinance. Populations within each ward shall be roughly proportionate, but may vary as growth, development and other changes affecting population occur. Following annexation, one or more ward boundaries shall be extended by ordinance to include the newly annexed land.
B. 
At a minimum, ward boundaries and populations shall be evaluated and updated, if necessary, each decade with the release of the decennial census population data. Wards may also be evaluated from time to time following significant growth, annexation or other changes which may affect the population of the City of Parkville or the distribution of population within the wards.
C. 
Wards shall be delineated on the City of Parkville Ward Map (“Ward Map”), which is incorporated herein by reference and which is on file in the City Clerk’s office. The Ward Map shall depict the boundaries of each designated ward and shall show streets and other landmarks as may have existed at the time of publication. The Ward Map may be updated from time to time as necessary to depict current streets and landmarks; however, ward boundaries shall not be modified except by City ordinance. The City Clerk shall also keep and maintain a record of streets and address ranges within each ward.
D. 
New streets and residences shall be assigned to existing wards by the City Clerk based on their geographic location in relation to ward boundaries. Where a property may bisect a dividing line between two wards, the property will be assigned a ward based on the majority location of said property. Following designation, the City Clerk shall notify the Board of Elections, and other jurisdictions as necessary, of the street name, address range and ward designation.

A. 
Whenever deemed necessary or expedient, the Board of Aldermen, shall vacate or discontinue any public square, public park, street, avenue, alley or other highway in the City of Parkville, in accordance with the provisions of this Section.
B. 
Any person or corporation owning any property fronting or abutting on any public square, public park, street, avenue, alley or other highway or part thereof, proposed to be vacated, may petition the Board of Aldermen for the vacation of the same. Such petition must give a correct description of the part of the public square, public park, street, avenue, alley or other highway sought to be vacated, and also the names of the persons or corporation owning or claiming the property fronting on the part to be vacated, and such petition shall be verified by affidavit. Any such petition for the vacation of any such public square, public park, street, avenue, alley or other highway, or part thereof, shall be filed with the City Clerk prior to any action being taken thereon by the Board of Aldermen, and notice of the pendency of such petition shall be given by publication of such notice in a weekly newspaper, printed and published within the City of Parkville; if there is no such newspaper printed and published in Parkville, then such notice may be published in another newspaper which is printed and published in Platte County, which newspaper is circulated in Parkville, for two (2) consecutive insertions in such newspaper, the last insertion of such notice in such newspaper to be not more than one (1) week prior to the date on which said Board of Aldermen will consider said petition; said notice shall be given by the City Clerk and shall contain a description of the public square, public park, street, avenue, alley or other highway, or part thereof, sought to be vacated or discontinued and shall state the time at which the Board of Aldermen will consider said petition. The person or corporation seeking such vacation shall pay all cost and expenses which may be incurred by the City by reason of said proceedings. The Board of Aldermen, in the absence of any petition, upon motion made, seconded and passed, may proceed to give notice of its intention to consider such vacating and the date thereof, all as above provided in the case of a petition filed by any person or corporation.
C. 
Upon the meeting date referred to in Subsection (B) of this Section, the Board of Aldermen may enact an ordinance providing for the vacation or discontinuance of any public square, public park, street, avenue, alley or other highway or such Board may, in its discretion, place such ordinance on its first reading for subsequent readings, consideration and passage or rejection.
D. 
Whenever any such public square, public park, street, avenue, alley or other highway, or part thereof, shall be vacated, the same shall revert according to law.
E. 
Every ordinance vacating any such public square, public park, street, avenue, alley, or other highway or part thereof shall be acknowledged by the City Clerk as deeds are acknowledged in order to entitle them to be recorded, and such ordinance so acknowledged shall be filed for record in the office of the Recorder of Deeds of Platte County, Missouri.
