No person shall drive or operate a vehicle upon a street at a speed greater than is reasonable and prudent, having due regard to the traffic, surfacing of the street, the hazard at the intersection and any other condition then existing. Every driver or operator of vehicles shall exercise the highest degree of care, particularly in driving at a rate of speed so as not to endanger the life, limb or property of any person; provided that this provision shall not be construed to relieve the plaintiff in any civil action from the burden of proving negligence upon the part of the defendant and that such negligence is the proximate cause of an accident.

A. 
No person shall drive or operate any motor vehicle on any street or highway, except Missouri State highways, in the City in excess of twenty-five (25) miles per hour except as designated below:

Eastbound or westbound on Jones-Meyer Road between its intersection with N Highway to the City limits
B. 
No person shall drive or operate any motor vehicle on Main Street, Bluff Drive, Melody Land north of Cross Road, Melody Drive, Melody Circle or Foxhill Road in excess of twenty (20) miles per hour. On Main Street south of McAfee Drive no person shall drive or operate any motor vehicle in excess of fifteen (15) miles per hour.
C. 
No person shall drive or operate any motor vehicle in excess of ten (10) miles per hour in English Landing Park from the entryway sign into and throughout the park. No person shall drive or operate any motor vehicle in excess of fifteen (15) miles per hour in Platte Landing Park from the entryway sign into and throughout the park. No person shall drive or operate any motor vehicle, northbound, eastbound, southbound or westbound on Brink Myers Road at a speed in excess of thirty-five (35) miles per hour. No person shall drive or operate any motor vehicle, either northbound or southbound, on Brush Creek Parkway at a speed in excess of thirty-five (35) miles per hour.

D. 
No person shall drive or operate any motor vehicle on McAfee Drive between Main and East Streets in excess of fifteen (15) miles per hour. No person shall drive or operate any motor vehicle, northbound, eastbound, southbound or westbound on Brink Myers Road at a speed in excess of thirty-five (35) miles per hour. No person shall drive or operate any motor vehicle, either northbound or southbound, on Brush Creek Parkway at a speed in excess of thirty-five (35) miles per hour.

The speed limit laws of the State of Missouri shall be applicable within the City unless otherwise provided herein.

A. 
No person shall unnecessarily operate any vehicle at such a slow speed as to impede or obstruct traffic.
B. 
Any vehicle which is or shall become disabled or defective shall be, as soon as reasonably possible, driven or removed from any through street or other street where it is impeding or obstructing traffic.
