A Traffic Committee is established which shall study vehicular traffic movement in the City and shall make recommendations and suggestions to the Council from time to time as to regulations or rules the City shall adopt to promote better and safer traffic control.

A. 
The Committee shall consist of five (5) members. In the initial appointments, one (1) member shall be appointed for a term of one (1) year, two (2) members for terms of two (2) years and two (2) members for terms of three (3) years. All appointments thereafter made shall be for three (3) year terms commencing on the first (1st) Monday of October of each year. Three (3) alternate members shall be appointed, whose duty shall be to substitute and vote on issues for members that are absent therefrom, on a meeting-by-meeting basis.
B. 
The Director of Public Works and the Director of Public Safety or their designees shall serve as ex officio members of the Board.

The Committee shall meet on an as-needed basis.

The Committee shall select one (1) of their number to serve as Chairman.

The Committee shall report to the City Council at such times and in such manner as the Council shall direct.
